On January 12, a source from Lao Dong Newspaper said that the Director of the Department of Agriculture and Environment of Cao Bang province issued Decision No. 03/QD-XPHC sanctioning administrative violations against Song Hong Investment and Construction Joint Stock Company (headquartered in Hanoi).
This enterprise was determined not to fully implement environmental protection requirements during the construction of the new construction project of Cao Bang Provincial Traditional Medicine Hospital.


The company also did not comply with the contents of the approved environmental impact assessment report, allowing dust and construction waste to be released into the environment.
According to the decision, although the company has implemented a number of remedial measures such as arranging hazardous waste storage areas, specialized trash cans, signing contracts for waste treatment, building car wash areas and collecting wastewater, violations that occurred before are still sufficient grounds for handling.
The main fine is 70 million VND. Businesses must pay fines within 10 days from the date of receiving the decision; in case of late payment, an interest of 0.05% per day will be calculated on the amount not yet paid.
Previously, Lao Dong Newspaper had repeatedly reported the situation that during the digging of foundations, soil, rocks and dust from the hospital construction site were spread, following truck wheels and spilling onto Vo Nguyen Giap road - the main traffic axis of Cao Bang province, causing pollution and urban unsightliness.


According to research, Cao Bang Provincial Traditional Medicine Hospital is built on a land area of more than 3.5ha in Khuoi Kep area (Thuc Phan ward), with a total investment of 127 billion VND, invested by the Investment and Construction Project Management Board of Cao Bang province.
The project is constructed by a joint venture of Song Hong Investment and Construction Joint Stock Company and Thang Long Safety Technology Co., Ltd.
It is known that although local authorities and relevant departments and agencies have worked many times, requesting construction and transport units to overcome the situation of soil and rock spills, reduce dust and ensure traffic safety, but the compliance is not thorough, leading to the above-mentioned sanctioning decision.
