The Ministry of Health has just sent a document to the People's Committees of provinces and centrally run cities; the Department of Health of provinces and centrally run cities on the rotation, transfer and assignment of cadres to commune level.
In the document signed and issued by Minister of Health Dao Hong Lan, the Ministry of Health said that, implementing Conclusion No. 137-KL/TW of the Politburo and the Secretariat on the Project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 02 levels, for the organizational model of commune health stations and district health centers: " Maintain educational and health service units and transfer them to the commune-level authorities to manage secondary schools, primary schools, kindergartens, and health stations of newly established units to ensure health care for people right at the grassroots level and ensure enough schools and classes for students in the grassroots level.
For medical centers under the People's Committee at the district level, they will now be transferred to the Department of Health for management to organize the provision of services in inter-commune and ward areas".
On June 23, 2025, the Ministry of Health issued Circular No. 20/2025/TT-BYT guiding the functions, tasks, and powers of specialized health agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, and special zones under provinces and centrally run cities.
The Ministry of Health is drafting and seeking comments from ministries, branches and localities to issue a Circular guiding the functions, tasks, powers and organizational structure of health stations of communes, wards and special zones according to the model of organizing local government at 02 levels.
Implementing the direction of the Prime Minister in document No. 01-TB/DU dated April 2, 2025 on paying attention to preventive medicine and grassroots health care, especially in the context of merging some provincial-level administrative units, not district-level organizations, to stabilize human resources to serve the care, protection and improvement of people's health well, towards all people being equal in receiving convenient and quality health services from the central to local levels, it is necessary to urgently deploy the sending of 1,000 doctors to the grassroots level.
The Ministry of Health said that the Ministry is currently developing a project to implement the above content.
To ensure that medical services at the grassroots level are not interrupted, and people have access to quality, convenient and effective medical services, the Ministry of Health requests the People's Committees of provinces/cities directly under the Central Government and the Department of Health of provinces/cities directly under the Central Government to have a plan to rotate, rotate, and mobilize human resources from the Department of Health, hospitals and medical centers under the Department of Health, and related units under the Provincial/City People's Committee to the commune level (including at least 1 medical professional staff to the Department of Culture and Social Affairs and 01 doctor to the Commune Health Station).
This, according to the Ministry of Health, is to ensure the operation of the grassroots health system is not interrupted, providing full professional and technical services to meet the model of the two-level local government system.
