Sending a question to the Ministry of Health, reader N.D.P said: "I am a doctor, working at the Health Station. During my working time, I have improved my professional qualifications to become a university nurse.
I understand that the Ministry of Health is drafting regulations on professional title standards for doctors, preventive medicine doctors, and nurses. I would like to ask, after the new professional title regulations take effect, can I be transferred from Grade IV Doctor to Bachelor of Nursing? ".
Regarding this issue, the Ministry of Health responded as follows:
According to the provisions of the Law on Public Employees 2010 (amended and supplemented in 2019), civil servants working in any job position will be appointed to the job title corresponding to that job position; those appointed to any job title must meet the standards of that job title (Clause 1, Article 31); when the public service unit has a need, civil servants can be transferred to a new job position if they meet the professional and technical standards of that job position (Clause 1, Article 32).
The consideration of transferring professional titles of civil servants is implemented according to the provisions of Article 30 of Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP).
In case a health sector official currently holds the title of Grade IV Doctor, if he meets the standards and conditions and is assigned to work in the position of Grade III Nursing, he/she will be considered for transfer to the professional title of Grade III Nursing according to the provisions of the Law on Public Employees and Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP) mentioned above.
The salary arrangement at the new job position is applied according to the instructions in Point b, Clause 2, Section II of Circular No. 02/2007/TT-BNV.
