At the press briefing on the Population Law on November 7, Mr. Le Thanh Dung - Director of the Population Department, Ministry of Health affirmed that the above specific regulations will avoid loopholes when the law comes into life.
According to Mr. Dung, up to now, no country in the world has a Population Law, Vietnam is the first country to develop this bill.
"The Population Law cannot fully meet the expectations of more than 100 million people, but aims to meet the maximum needs of the people," said Mr. Dung.
Mr. Dung said that the draft law has many policies to maintain replacement fertility levels, meet the elderly population, ... During the process of making the law, the drafting committee received many comments and shares to help the law soon come into life.
One of the most notable policies is the priority of buying social housing.
"Previously, the bill stipulated that women who give birth to two children or men who have two children without a wife or a deceased wife will be given priority to enjoy social housing policies to reduce the housing burden to focus on caring for and raising children.
After that, many opinions were debated on this issue, many people thought that there was still a loophole when "men divorce to buy a social house and get married again".
In order for the law to be promulgated without any legal space, the latest draft revised stipulates that "men with 2 children born and deceased wives" are given priority to buy social housing.
For men who have 2 children without a wife, priority will not be proposed as before to ensure related legal gaps," said Mr. Dung.
