Reader Nguyen Minh An (reader's name has been changed - PV) is working at the District Health Center, holding the title of Grade III Engineer. Currently, Ms. An has completed a master's course in Public Health and has a training certificate according to the standards of public health professional titles.
"Please tell me, am I qualified to be considered for the transfer to the professional title of Public Health Grade III?" - reader An asked.
Regarding this issue, the Ministry of Health responded as follows:
The consideration of transferring professional titles of civil servants is carried out according to the provisions of Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants as follows:
Consideration for transfer of professional title is carried out when an official changes a job position and the current job title does not match the requirements of the new job position; the official considered for transfer of professional title must meet the standards of the transferred job title; the head of the public service unit decides or proposes to the competent authority to decide on the transfer of professional title according to the decentralized authority.
Joint Circular No. 11/2015/TTLT-BYT-BNV dated May 27, 2015 of the Minister of Health and the Minister of Home Affairs stipulating codes and standards for public health professional titles was amended and supplemented in Circular No. 03/2022/TT-BYT dated April 26, 2022 of the Minister of Health amending and supplementing a number of regulations on professional title standards for health professionals stipulating standards for training and fostering qualifications of the title of Public Health Grade III.
Standards for training and development: University degree in Public Health; University degree in Health Management; Doctor of Medicine (except Traditional Medicine) and postgraduate degree in Public Health or postgraduate degree in Health Management; have a training certificate according to the standards of public health professional titles (used for public health title levels).
Based on the above regulations, in case an official is holding the title of Grade III Engineer, the training level of the Grade III Engineer title and has graduated with a Master's degree in Public Health does not meet the training standards of the Grade III Public Health title to be considered for transfer and appointment to the Grade III Public Health title.
