Draft Circular regulating measures to implement health insurance for police workers, employees, students and relatives of police officers, soldiers and workers working and studying in the People's Public Security.
Regarding the method of health insurance premium, the draft stated: Every month, at the same time paying salaries, police units and localities deducted health insurance to police workers and relatives specified in the Circular, submitted to the social insurance agency where the card issuance. Money transfer must be completed by the last day of the month.
In the first 15 days of each quarter, units transfer the health insurance fund of the quarter to the subjects specified in Clause 1, Article 2 of the Circular (except for relatives of police workers). The transfer of funds for the whole year must be completed before December 31.
For subjects who pay health insurance themselves, the police unit collects the money and transfers it periodically every 3, 6 or 12 months to the social insurance agency.
Regarding the determination of participants, each person can only participate in health insurance according to a group of participants at the same time. If belonging to many groups, the determination will be based on Article 13, Clause 5 of the Law on Health Insurance amending and supplementing.
Regarding the declaration of health insurance card purchase for relatives, the Draft stipulates: In case a person is a relative of many forces such as the police, army, cryptography, and national defense, he/she can only declare once in order of priority: officers and soldiers of the People's Public Security; soldiers; people working in cryptography; police workers; workers and defense officials. Priority is given to implementation under the State budget paid in advance, and the employer paid later.
If a relative has many relatives eligible to participate in health insurance, only one person will be declared according to the above priority order. If they live with any officer or soldier, that person is responsible for declaring. In case of living with many people or not living with anyone, the declaration is arranged in order: son, daughter, daughter-in-law, son-in-law, son-in-law, legally adopted child (the elder person making the declaration).
For relatives who are children of two people who are both members of the armed forces or are weak, the mother will be the one to declare. If this is not done correctly, the declarer must report to the unit and state the reason.
