Proposal for commune health stations to have the right to perform procedures, surgery, testing, diagnostic imaging, and functional exploration
The Ministry of Health is drafting a Circular guiding the functions and tasks of Commune and Ward Health Stations (Commune Health Stations).
According to the draft, the Commune Health Station has the function of providing professional and technical services on primary health care, including: Preventive medicine, medical examination, treatment, rehabilitation, reproductive health, food safety, population, social protection, prevention and control of social evils (excluding drug addiction treatment and post-drug addiction management), social assistance and other medical services according to the provisions of law.
Commune Health Station carries out professional and technical activities on preventive medicine; medical examination, treatment, rehabilitation; combining and applying traditional medicine in medical examination and treatment; taking care of maternal and child health, reproductive health; food safety; population work; providing medicine and medical supplies; community health management; health communication, education.
In particular, on medical examination and treatment, rehabilitation; combine and apply traditional medicine in medical examination and treatment, health stations perform first aid and initial emergency; carry out medical examination and treatment of health insurance, outpatient treatment, rehabilitation in the community according to the scope of professional activities approved by competent authorities in accordance with law; carry out techniques, procedures, surgery and transfer patients to medical examination and treatment facilities in accordance with the law; Perform tests, diagnosis of imaging and functional exploration for professional and technical activities according to the functions and tasks of the station and the needs of the people according to the provisions of law ”;
Combine traditional medicine with modern medicine in medical examination and treatment using methods of using medicine and non-medicine methods; apply, inherit and develop medicine, medical examination and treatment methods using traditional medicine, preserve medicinal plants and animals for medicine in the locality.
The Commune Health Station organizes monitoring, drug supply, and treatment for people with chronic diseases in the area; organizes and manages the treatment of addictive drugs in the form of addictive drugs with replacement drugs, treatment of other addictive drugs and treatment of HIV/AIDS according to the provisions of law; coordinates the implementation of medical examination and assessment according to the provisions of law; participates in forensic examination and assessment when called up; preliminary examination for military service according to regulations.
In addition, the commune health station implements basic health service packages, social work services approved by competent authorities in accordance with the law; guidance on professional and operating for village health workers, population groups, population collaborators and social work collaborators; participate in guiding, inspecting and supervising health activities in the area; advise the commune -level People's Committee on the protection, care and improvement of people's health in the area; implement projects and programs in the field of health and population in accordance with the regulations of the competent authorities;
Implement the military-civilian combination according to characteristics, actual situations and according to the provisions of law; sign contracts with social insurance agencies to organize health insurance examination and treatment at Commune Health Stations according to the provisions of law; implement the statistical and reporting regime; build, synthesize, and provide information on health and population databases according to the provisions of law; perform other tasks assigned by competent authorities.
Organizing structure of Commune Health Stations
According to the draft, the leaders of commune health stations have station heads and deputy station heads; the number of station heads is implemented according to the provisions of law at competent authorities.
Organizations under the Commune Health Station include:
a) Department of Prevention;
b) Department of Medical Examination and Treatment and Rehabilitation;
c) Department of Pharmacy - Neclinical Medicine;
d) Department of Population - Social Protection - Health Education and Communication;
d) Station Office (government, organization, accounting, treasurer, information technology...);
e) Health Station locations;
g) Organizations under other health stations (if any) have functions and tasks prescribed by competent authorities based on local needs and actual conditions and in accordance with the provisions of law.
