On the morning of December 11, in Hai Phong, Vingroup Corporation coordinated with the Ministry of Health and the People's Committee of Hai Phong City to organize a handover ceremony for ambulances and medical equipment sponsored by Vingroup to the city.
This is an important enhancement to help Hai Phong strengthen emergency outpatient emergency capacity, meeting the actual needs of an industrial supercity, seaport and tourism that has been growing strongly in recent years.
At the ceremony, Vingroup handed over 15 modern ambulances with equipment that meets EN 1789:2020 standards, according to the recommendations of WHO and the American Heart Association, and complied with QCVN 31:2012/BYT. Each vehicle is likened to a mobile emergency room, equipped with a specialized ventilator, an integrated electric shocker with monitor, an ultrasound FAST exam, a remote 12-way heartbeat, an air int most certainly with a camera, a fixed injury brace and many other emergency equipment.
These vehicles are distributed at satellite points of Hai Phong 115 Emergency Center to ensure 24/7 readiness throughout the city.
Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management - Ministry of Health said: "Upgrading the out-of-hospital emergency system is a vital task for a locality with rapid socio-economic development like Hai Phong. The increase in modern medical equipment and a team of well-trained human resources will contribute to promoting the capacity to respond to emergency situations, reducing the mortality rate, contributing to ensuring safety and health for people.

Hospital emergency care has long been identified as the first line of the front line, playing a decisive role in the most urgent moments. This support is a valuable and timely additional resource for the city's health sector, contributing to shortening patient access time, modernizing the system and gradually building a smart, interdisciplinary outpatient emergency model for Hai Phong" - Mr. Nguyen Minh Hung - Vice Chairman of Hai Phong City People's Committee emphasized.
In parallel with the handover of vehicles and equipment, experts from Vinmec Health System also coordinated to implement a community first aid training program for hundreds of health workers and local people, preschool teachers, armed forces, hotel and resort staff.
The goal is to build the "first chain network" - people with the ability to provide proper first aid before the professional forces arrived at the scene.

Hai Phong is one of the first 6 localities to pilot upgrading the out-of-hospital emergency network, within the framework of the National Out-of-hospital Emergency Project for the period 2025-2030, after Phu Quoc, Bac Ninh and Da Nang. The project is chaired by the Ministry of Health and sponsored by Vingroup Corporation with 1,000 billion VND.
The project aims to build a synchronous emergency response network, helping everyone - from the central area, suburban areas, to industrial parks and seaports - have the opportunity to receive timely emergency care in the "golden time".
According to the plan, the Hai Phong out-of-hospital emergency network currently has 8 satellite stations located in densely populated areas and urban centers; it is expected to increase to 12 stations in the coming time, with full human resources, equipment, medicine and emergency vehicles on duty 24/7. The entire system is coordinated uniformly by the 115 Emergency Coordination Department at the 115 Hai Phong Emergency Center, ensuring that all emergency calls are received - delegated - and the force is deployed quickly.
The project currently brings together 79 personnel (17 doctors, 19 nurses, 19 drivers...), and will recruit about 50 more people in 2026. All are trained according to international standards on cardiopulmonary resuscitation, multi-trauma treatment, sea emergency care, advanced resuscitation transportation... helping to standardize response capacity across the network.
