According to the investigation records, on August 12, 2024, Mr. Hoang Xuan Hieu, representing Hoang Minh Quan Construction Company Limited (headquartered in Dai Loc district, Quang Nam province) met with Dong Van Nhan (born in 2001, residing in Dak Lak province) to negotiate a contract for the construction and installation of electric poles with a unit price of 4 million VND/ton, a contract for 3 electric poles with a total volume of 243 tons, equivalent to 972 million VND.
Dong Van Nhan initially intended to execute the contract with Hoang Minh Quan Construction Company Limited, so he requested an advance payment and contacted workers to work on the project.
Then, realizing that renting machinery was difficult and impossible, Nhan decided not to perform the work according to the contract and came up with the idea of committing fraud to appropriate the property.
Nhan created false information so that Hoang Minh Quan Company Limited would advance him 60 million VND to rent the machine. After receiving the money, Nhan blocked all contact with Hoang Minh Quan Company Limited and related people, and fled to Dak Lak.
Using professional measures, the Investigation Police Department of Nam Giang District Police coordinated with the Police of Krong Buk Commune, Krong Pac District, Dak Lak Province to invite Nhan to work. At the police station, Nhan admitted his crime.
The case is being further investigated and handled by the Investigation Police Agency of Nam Giang District Police according to the provisions of law.
