The Investigation Police Agency (IPA) of Hanoi City Police has transferred the case to the People's Procuracy at the same level, proposing to prosecute related subjects for the crime of buying, selling, and organizing illegal use of drugs.
The ringleaders are Doan Luu Tung (born in 1991) and Nguyen Anh Tu (born in 1996), both residing in Tung Thien ward (in Xuan Khanh ward, the old Son Tay town). Tung was the owner, but directly handed over the operation to Tu. The other subjects followed Tu's instructions.
In this case, the Hanoi City Police Investigation Agency has prosecuted a total of 12 subjects who are managers and customers who illegally used drugs at Tung's two businesses, one in Trach My Loc commune (old Phuc Tho district) and one in Tung Thien ward (in Xuan Khanh ward, old Son Tay town).
The Drug Crime Investigation Police Department, Hanoi City Police, in coordination with the Department of Drug Crime Investigation Police (Ministry of Public Security), has developed a plan to fight and arrest.
At about 1:30 a.m. on October 27, 2024, the working group simultaneously inspected the above-mentioned business establishments.
At the time of inspection, the two establishments had a total of 38 people (13 employees, 25 guests). The results of the rapid urine test showed that 37 subjects tested positive for drugs. The seized exhibits included 255.927 grams of various synthetic drugs (MTTH), 1 electronic scale, along with many drug use tools and related assets.
The Drug Crime Investigation Police Department has brought all subjects to the headquarters for clarification. Initially, the subjects admitted to their crimes and those of their accomplices.
The "swaying" rooms are equipped with loudspeakers and tools to organize drug use. When customers needed it, they contacted Tu in advance so that he could instruct the staff to prepare rooms and equipment.
Based on the collected documents and evidence, the Hanoi City Police Department has issued a decision to prosecute the case and prosecute the 12 subjects mentioned above.
On May 22, 2025, the Investigation Police Agency of Hanoi City Police concluded the investigation and transferred it to the People's Procuracy at the same level to propose prosecuting the defendants for the crime of illegal drug trafficking and organization.
