Along with that is the subjectivity of parents when they assign or do not manage their children to use vehicles without permission when they are underage or do not have a driver's license.
In addition to establishing interdisciplinary working groups to increase patrols in key areas, Hanoi City Police have developed a plan for coordination between forces to avoid letting criminals escape. Strengthening forces, thoroughly handling the situation of teenagers gathering to race, weave, and disturb public order.
Most of the young people who cause public disorder are between the ages of 16 and 21, gather, drive at high speed, and carry weapons to fight.
According to the Road Traffic Law, citizens must be at least 16 years old to drive a motorbike under 50 cm³; for motorbikes over 50 cm³, citizens must be at least 18 years old and must have a driving license. Therefore, any act of handing over a motorbike to a minor is a violation of the law.
In addition to prosecuting parents or related people for handing over vehicles to juvenile criminals, the police agency recommends that parents proactively identify unusual signs in their children to take coordinated measures to promptly prevent violations of the law.
