YouMe Law Firm LLC said: According to the provisions of Clause 1, Article 14 of Decree 168/2024/ND-CP on penalties and deduction of driving license points for motorcyclists who violate regulations on vehicle conditions when participating in traffic as follows:
Article 14. Penalties and deduction of driving license points for drivers of motorbikes, mopeds, and similar motorbikes and similar motorbikes who violate regulations on vehicle conditions when participating in traffic.
1. A fine of VND 400,000 to VND 600,000 shall be imposed for one of the following violations:
a) Driving a vehicle without a horn; license plate light; brake light; or without a rearview mirror on the driver's left side or without a functional one;
b) Driving a vehicle without signal lights or with lights that do not work;
c) Driving a vehicle without low or high beam lights, or with lights that are ineffective or do not meet design standards;
d) Driving a vehicle without a braking system or one that is ineffective and does not meet technical standards;
d) Drive the vehicle with lights installed towards the rear of the vehicle.
Thus, according to Decree 168/2024, motorcyclists who violate the error of not installing a left rearview mirror or installing one that is not effective will only be fined from 400,000 VND to 600,000 VND and there is no regulation on deducting points on the driver's license for this violation.
As for the case of a motorbike driver who does not install a right mirror, there is no regulation to punish.
