1. Supplement cases of exemption and reduction of land use fees and land rents.
Pursuant to Clause 4, Article 71 of the Law on Science, Technology and Innovation 2025 (effective from October 1, 2025), point m has been added after point l, Clause 1, Article 157 of the 2024 Land Law, stipulating additional cases of exemption and reduction of land use fees and land rents.
Accordingly, land is used to build laboratories, land is used to build technology incubation facilities and incubate science and technology enterprises, land is used to build experimental facilities, land is used to build experimental production facilities, land is used to build shared facilities and infrastructure to support scientific research, technology development and innovation of science and technology enterprises; science and technology organization; research and development center; national innovation center, national innovation support center, provincial innovation center, provincial innovation center, provincial innovation support center.
2. Regulations on land management and use in concentrated digital technology parks
Pursuant to Point a, Clause 5, Article 49 of the Law on Technology Industry No. 2025 (effective from January 1, 2026), the management and use of land in industrial parks and industrial clusters, including concentrated digital technology parks (currently, regulated as concentrated information technology parks) must comply with the planning, land use plan, and construction planning approved by competent authorities.
3. New regulations related to land used for railways
Pursuant to Clause 4, Article 56 of the 2025 Railway Law (effective from January 1, 2026), the regulation "Land for building national railway infrastructure, urban railway; land for building state agency headquarters for regular operation in railway stations" in Clause 1, Article 209 of the 2024 Land Law has been amended and supplemented with the regulation "Land for building national railway infrastructure, local railway; land for building state agency headquarters for regular operation in railway stations".
At the same time, a new regulation is added, "The Government regulates the management and use of land for railways".
