These are 3 of 10 key projects directly monitored and directed by Chairman of Ho Chi Minh City People's Committee Phan Van Mai to remove difficulties, speed up progress and avoid wasting resources.
Phan Dinh Phung Stadium
Located on a prime land with four frontages on Pasteur, Nguyen Dinh Chieu, Nam Ky Khoi Nghia and Vo Van Tan streets (District 3), the Phan Dinh Phung stadium project was approved under the BT (build-transfer) form in 2008.
Initially, An Tao Company Limited and the Compensation and Clearance Corporation were assigned to carry out the project, but when An Tao withdrew, the project fell into a state of stagnation.
By 2018, the joint venture of Compensation and Clearance Joint Stock Corporation - Phat Dat Real Estate Development Joint Stock Company was appointed as a replacement.
However, many problems, especially related to land funds for payment for BT contracts, have caused the project to continue to be delayed.
In April 2024, the Ho Chi Minh City People's Committee decided to stop investing under the BT contract and switch to using the budget.
According to the new design, the project has a total investment of 1,850 billion VND, a campus area of more than 14,400 m² with a construction density of 50%.
The stadium consists of 3 floors above ground and 3.5 basements, with a total floor area of over 59,600 m², meeting the training and competition needs of 13 sports with a capacity of 4,000-5,000 spectators.
The design competition is expected to be held in 2025, with construction starting in 2026 and completion in 2028. Compared to the original plan of more than VND 1,953 billion, the project scale has been significantly reduced to reduce costs.
Binh Quoi - Thanh Da Urban Area
Binh Quoi - Thanh Da urban area (Binh Thanh district) covers 427 hectares, located on a peninsula about 6.5 km from the center of Ho Chi Minh City. It was approved in 1992 but has not been implemented due to lack of capital and difficulties in site clearance.
Currently, there are about 5,000 households with more than 16,600 people living here, suffering from serious infrastructure degradation due to the "suspended" project.
To restart, Ho Chi Minh City has included the project in the list of typical projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025). The city aims to complete the bidding process to select investors by April 2025.
At the same time, Ho Chi Minh City organized an international competition for planning ideas, requiring at least 200 hectares for green parks and public spaces, creating a living environment in harmony with the Saigon River landscape.
Saigon Safari Park
Located in An Nhon Tay and Phu My Hung communes (Cu Chi district), Saigon Safari Park was planned in 2004 with an area of over 485 hectares and a total investment of 500 million USD.
This was expected to be the largest eco-tourism park in Vietnam, of Southeast Asia scale, with the function of preserving, displaying and breeding rare animals in the world.
To implement the project, in June 2004, the Ho Chi Minh City People's Committee issued a decision to reclaim the land and assigned the investor, Saigon Zoo and Botanical Garden Company Limited (investor) and the Cu Chi District People's Committee to compensate and resettle more than 700 households in 2 communes of Cu Chi District.
The project achieved 96% site clearance in 2007 but has been stalled for many years, leaving land fallow and wasting resources.
In 2021, the People's Committee of Cu Chi district proposed converting the project planning into a high-tech industrial park to attract investment and promote local economic development.
