The Ho Chi Minh City Department of Construction has just submitted a document to the Ho Chi Minh City People's Committee on the implementation of Resolution 17/2025/NQ-HDND of the Ho Chi Minh City People's Council regulating preferential and support mechanisms for investors when participating in the renovation and reconstruction of apartment buildings in the city.
Regarding Resolution 17, funding sources for implementation and funding allocation, the Ho Chi Minh City People's Committee assigned the Department of Construction to be the agency allocated for funding estimates using regular expenditure capital from the city budget to implement this mechanism.
To have a basis for implementation, the Department of Construction recommends that the Ho Chi Minh City People's Committee give instructions to direct the Department of Finance to preside over and guide the Department of Construction as the agency allocated a budget estimate using regular expenditure capital from the city budget to implement the mechanism according to regulations.
At the same time, the Department of Construction recommends that the City People's Committee assign wards with apartments built before 1994 in the area to inform organizations and individuals at the location and area with old apartment buildings subject to renovation and reconstruction, and implement Resolution No. 17/2025 so that organizations and individuals know how to participate in implementation.
Of which, Ho Chi Minh City has 42 wards with apartments built before 1994 such as: Saigon, Ben Thanh, Cau Ong Lanh, Tan Dinh, Ban Co, Nhieu Loc, Xom Chieu, Khanh Hoi, Vinh Hoi, An Dong, Cho Lon, Phu Lam, Binh Dong, Cau Kieu...
According to Resolution 17, investors will be supported with 50% of the cost of building technical infrastructure works within the project scope but not exceeding 10 billion VND/project. At the same time, investors are also supported with 50% of the cost of relocation, compulsory relocation of owners and users of apartment buildings according to the decision of the competent authority. The support is implemented after the investor completes the relocation and enforcement plan approved by the competent authority.
This policy will encourage investors financially, contributing to speeding up the renovation progress of hundreds of old apartment buildings in the city, many of which have seriously degraded but are slow to rebuild due to resource difficulties.
According to a report by the Ho Chi Minh City People's Committee, the city has 474 old apartment buildings built before 1975 in many localities. After inspection, the city determined that there were 16 old apartment buildings with level D (heavily damaged and dangerous). Most of the old apartment buildings are degraded and damaged due to their age of over 50 years.
In the past, the city has renovated and repaired 199 apartment buildings and dismantled all 11 apartment buildings, and completed the construction of 4 new apartment buildings. For 16 level D apartments, the city has relocated 684/1,194 households.
Recently, the Ho Chi Minh City People's Committee has also issued a Plan to organize the implementation of the Project to renovate and rebuild old, damaged and degraded apartment buildings in the area.
Regarding the implementation roadmap, from now until 2030, basically complete preparations for the renovation and reconstruction of apartment buildings built before 1975 and apartment buildings built from 1975 to 1994.
For 16 level D apartment buildings, complete the construction of 7 severely damaged and dangerous level D apartment buildings built before 1975 ( inspected, relocated, demolished); complete the construction of 9 severely damaged, dangerous, level D apartment buildings built before 1975 (inspected, not yet relocated or relocated unfinished) and level D apartment buildings; experience subsidence incidents.
In the period of 2035, complete the renovation and reconstruction of old apartment buildings built before 1975; basically complete the renovation and reconstruction of apartment buildings that are severely damaged, dangerous, level D or have expired from 1975 to 1994.
