New regulations on determining land location in the construction of land price lists from August 15, 2025
The new regulation in Decree 226/2025/ND-CP clearly states how to determine land location in the construction of land price lists.

The Government has just issued Decree 226/2025/ND-CP (effective from August 15, 2025) amending and supplementing a number of articles of decrees detailing the implementation of the 2024 Land Law.
Accordingly, Article 20 of Decree 71/2024/ND-CP (amended and supplemented by Decree 226/2025/ND-CP) stipulates the determination of land location in the construction of land price lists as follows:

Enterprises demand funds to implement projects in Quang Ngai but do not attend meetings
The real estate project has been unfinished for many years, overgrown with grass. The enterprise requested a refund of all implementation costs but failed.

Mr. Nguyen Huu Hong - Deputy Director of the Department of Construction of Quang Ngai province said that the Northern Residential Area project of Quang Ngai city was approved by the Provincial People's Committee in 2018 with an implementation area of 9.87 hectares. The investor has carried out compensation and site clearance according to the approved plan with an area of 7.037/9.87ha.
The project has not been converted by the state to land use purposes, land allocation, or land lease for investors to build infrastructure. According to the reporter's records, the project site was unfinished and then stopped for many years, with overgrown grass.
The Tinh Ha Riverside Urban Area Project was approved by the Provincial People's Committee in 2019 with an area of about 41 hectares. The project has not yet approved a compensation and site clearance plan and the state has not changed the purpose of land use, land allocation, and land lease.
