On October 27, the People's Committee of Khanh Hoa province said that it had compiled and responded to voters' opinions and recommendations before the 18th session of the People's Council of Khanh Hoa province, term VII, 2021 - 2026.
Many voters suggested that the province soon issue a new land price list close to market developments, because the current price list is said to be still low compared to reality.
According to voters' feedback, the land price applied for 2025 does not accurately reflect market fluctuations, causing difficulties for compensation, support, resettlement and land procedures arising from August 1, 2024.
On this basis, the Provincial People's Committee has reviewed and based on Decision No. 23/2025/QD-UBND dated April 10, 2025 to develop a plan to adjust the land price list.
The purpose of issuing the adjusted land price list is to promote compensation, support, and resettlement for investment projects, attracting investment in industrial parks and urban areas.
At the same time, it creates a basis for determining financial obligations, land rent, taxes and land revenues according to the law.
Khanh Hoa Provincial People's Committee emphasized that the adjustment must be based on scientific basis.
Accordingly, the comparison of common land transfer prices in the last 24 months up to the time of adjustment (the survey time of October 2024), average income per capita in 2024 announced by the Provincial Statistics Office and related documents.
The viewpoint of building the price list for 2025 is to reserve the basis for classifying areas, locations, road types, and road allocation according to the 2020-2024 cycle but adjust prices by area and location to be closer to market prices.
The Department of Agriculture and Environment was discussed and collected, completing the adjustment plan in the corresponding increase direction, applying the land price adjustment coefficient in 2024 as a basis for reference.
Khanh Hoa Provincial People's Committee assessed that adjusting and supplementing the land price list will increase budget revenue from land, including items such as land use fees, land change fees, transfer taxes, etc.
This provides resources for infrastructure development, thereby promoting investment attraction.
However, the province also admits that the increase in land prices will affect households and individuals when fulfilling financial obligations (paying land rent, converting land use fees to residential land...).
Therefore, in the adjustment, there will be a mechanism for consideration, ensuring fairness between areas to limit sudden impacts on people's lives.
For the resettlement areas that have been reviewed, the province has calculated prices in accordance with the infrastructure conditions of the area, ensuring that when allocating resettlement land, there is a reasonable source of income but still meets the provisions of Clause 3, Article 111 of the Land Law.
For industrial parks and clusters (such as Ninh Thuy and Song Cau), the adjustment plan is compared and balanced with the price level of neighboring areas and similar industrial parks to facilitate management activities and calculate annual land rent.
In response to voters' opinions, Khanh Hoa Provincial People's Committee acknowledged and directed the Department of Agriculture and Environment to develop and promulgate the Provincial Land Price List to be applied from January 1, 2026, ensuring compliance with local legal regulations and reality.
The Provincial People's Committee is committed to continuing to widely collect opinions, publicize survey results, and at the same time have instructions and roadmaps for application to minimize adverse impacts on people and businesses.
