Binh Dinh warns of recalling slow-moving social housing projects

Binh Dinh requested the Department of Construction to consider and propose to stop the sluggish social housing project, and revoke the investment policy if it does not meet the conditions for continued implementation.

On May 23, Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tu Cong Hoang gave instructions related to the progress of the social housing project (NOXH) on the land in Bong Son ward, Hoai Nhon town.

According to Mr. Nguyen Tu Cong Hoang, in the past, the social housing project in Bong Son ward's land was implemented too slowly, not ensuring the set progress. Investors lack dynamism in implementing and coordinating to handle problems, leading to a prolonged stagnation. Authorities such as the Department of Construction and the People's Committee of Hoai Nhon town have not proactively inspected, urged, and promptly resolved arising issues, causing the project to not achieve the expected results.

Faced with the above situation, the Vice Chairman of the People's Committee of Binh Dinh province requested departments, branches, localities and investors to closely coordinate and seriously implement social housing projects in general, especially projects in Bong Son ward, to ensure completion on schedule.

The Department of Construction shall preside over and coordinate with investors and relevant parties to review regulations on conditions for adjusting project implementation progress, compare with actual implementation to propose appropriate and correct handling options. The implementation plan needs to be specifically and in detail, clearly defining the responsibilities of relevant parties, from investors, investors to competent authorities, and clearly defining the time to complete each item and the plan to handle problems.

"In case the conditions for continuing to implement the project are not guaranteed, the Department of Construction will consider and propose to stop the implementation and revoke the project investment policy according to regulations; promptly report to the Provincial People's Committee for handling directions," Mr. Nguyen Tu Cong Hoang emphasized.

For investors, if the implementation period is considered for an extension, they must urgently focus resources to implement the project according to plan. In particular, it is necessary to speed up the completion of legal documents, environmental procedures, fire prevention and fighting, construction permits, etc. and implement the construction of construction items, ensuring the project is completed on schedule.

The Vice Chairman of Binh Dinh Provincial People's Committee also requested investors to proactively coordinate with Hoai Nhon Town People's Committee and related parties to completely resolve issues related to compensation, site clearance, technical infrastructure connection such as transportation, water supply, electricity supply, etc.

The People's Committee of Hoai Nhon town urgently reviewed and thoroughly handled issues related to compensation and site clearance; guided and removed obstacles in environmental procedures; accelerated infrastructure connection to serve project implementation.
