The Ministry of Construction issued Decision 898/QD-BXD on announcing amended and supplemented administrative procedures in the field of urban and rural planning under the management functions of the Ministry of Construction. This Decision takes effect from June 9, 2026.
Accordingly, the List of amended and supplemented administrative procedures includes 2 provincial-level administrative procedures: Appraisal of planning tasks, tasks of adjusting urban and rural planning organized by selected investors to implement investment projects; Providing information on urban and rural planning.
For procedures for appraising planning tasks, urban and rural planning adjustment tasks organized by selected investors to implement investment projects:
- Investors submit dossiers of planning tasks or tasks of adjusting urban and rural planning to the appraisal agency.
- Appraisal agencies inspect the composition and content of planning task dossiers or urban and rural planning adjustment tasks to ensure compliance with regulations; organize appraisal according to the provisions of law on urban and rural planning.
- The appraisal agency is responsible for summarizing the appraisal opinions of the appraisal council members, relevant state management agencies and sending them to investors.
- The investor receives and fully explains the appraisal opinions; completes the dossier, sends it back to the appraisal agency for inspection and serves as a basis for issuing the appraisal report.
Implementation method: The planning organization agency sends the paper dossier directly to the receiving and result-returning department of the appraisal agency and updates the electronic dossier through the National Public Service Portal to synchronize it to the Information System, National Database on construction activities.
The dossier components according to regulations on dossiers submitted for appraisal according to the provisions of Circular No. 16/2025/TT-BXD are amended and supplemented in Circular No. 43/2025/TT-BXD dated December 9, 2025 and Circular No. 24/2026/TT-BXD dated May 20, 2026. Resolution deadline: 15 days from the date of receiving complete valid dossiers.
For procedures for providing information on urban and rural planning:
- Organizations and individuals who need to provide information on urban and rural planning (including information on landmark planting) send written requests online, or through postal services, or submit directly at the Provincial or Commune-level Public Administration Service Center or agencies and organizations assigned to manage functional areas.
- The agency handling administrative procedures is responsible for reviewing information about the location, location of land plots, landmark planting dossiers, and other information related to urban and rural planning and providing it to organizations and individuals who request it.
How to implement: Submit online or through postal services or submit directly at the Provincial or Commune-level Public Administration Service Center or the agency or organization assigned to manage the functional area.
Dossier component: Document requesting information on urban and rural planning, landmark planting dossier according to the form specified in Appendix III issued together with Circular No. 24/2026/TT-BXD dated May 20, 2026. Deadline for resolution: No more than 3 working days from the date of receiving the request.
