Voters of Hung Yen proposed that the Government direct solutions to promote the construction of social housing for workers, focusing on the rental and lease-purchase housing segments; strengthen management and transparency in the management, operation and approval of social housing so that a large number of workers have access to social housing; increase investment in the construction of public kindergartens, while strictly manage private groups of children to meet the needs of workers, especially in industrial parks, export processing zones and in areas with a large number of workers living and working.
After studying, the Ministry of Construction responded as follows:
To contribute to improving the lives of low-income people in general and workers in industrial parks in particular, the 2023 Housing Law continues to stipulate that workers are the beneficiaries of social housing support policies (buy, rent, buy) like other low-income subjects.
In addition, the Housing Law 2023 has added 01 section on the development of workers' accommodation in industrial parks compared to the Housing Law 2014.
Accordingly, there are regulations on arranging land funds in the commercial and service land area of industrial parks to serve as worker accommodation in industrial parks, and workers working at enterprises, cooperatives, and production cooperative unions in industrial parks can choose to enjoy social housing support policies or rent worker accommodation in industrial parks.
In addition, in order to strengthen the rental housing segment, on May 29, 2025, the National Assembly passed Resolution No. 201/2025/QH15 to pilot a number of specific mechanisms and policies for the development of social housing, accordingly, Clause 1, Article 10 has expanded the beneficiaries of social housing support policies, specifically:
Enterprises, cooperatives, cooperative unions (collectively referred to as enterprises), state agencies, political organizations, socio-political organizations, and public service units are allowed to rent social housing from investors in social housing construction investment projects to arrange for their staff, civil servants, public employees, workers, and laborers to live in, including foreign workers and laborers. Production enterprises in industrial parks are allowed to rent worker accommodation in industrial parks to arrange for their workers and laborers to live in, including foreign workers and laborers".
In order to strengthen management, transparency in the management, operation and approval of social housing so that a large number of workers have access to social housing as recommended by voters, Clause 15, Article 75 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing has assigned the responsibility of the provincial People's Committees:
Organize the chairmanship or coordinate with relevant ministries, branches and agencies in inspecting, examining, supervising and handling violations related to investment in construction, sale, lease, lease-purchase of social housing, housing for the armed forces of the people, and workers accommodation in the area.
In addition, during the process of investors organizing lottery to buy and rent social housing, Clause 2, Article 38 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing has stipulated that the representative of the Department of Construction of the locality where the project is approved for supervision. The draw must have a record of the draw results.
To ensure the development of social infrastructure for workers in industrial parks, Point c, Clause 2, Article 95 of the 2023 Housing Law stipulates one of the requirements for workers' accommodation projects in industrial parks: "Ensure synchronous technical infrastructure and social infrastructure systems, sufficient functional areas and space to serve accommodation needs including: healthcare, cultural activities, playgrounds, physical education, sports, services, commerce and public utilities".
In addition, in order to ensure social infrastructure, increase investment in building kindergartens to meet the needs of childcare workers, Article 33 of the 2023 Housing Law has stipulated the requirements for housing construction investment projects, including social housing, to have a complete technical infrastructure system, social infrastructure system to meet planning targets according to the provisions of the law on planning and must ensure connection with the general technical infrastructure system of the area.
Regarding the strict management of private childcare groups to meet the needs of childcare of workers, especially in industrial parks, export processing zones and in areas with a large number of workers living and working, it is recommended that voters give their opinions to the education sector to report to competent authorities according to assigned tasks.
