Bac Kan voters reflected that Point g, Clause 2, Article 85 of the 2023 Housing Law stipulates: "The People's Councils at the provincial level, based on local conditions, shall issue a mechanism to support the implementation of social housing construction investment projects within the area in accordance with their authority and other relevant legal provisions".
Bac Kan is a province with many difficult socio-economic conditions, budget revenue is still low compared to other provinces in the region and the whole country... Point g, Clause 2, Article 85 of the 2023 Housing Law in the current period is not really suitable for the needs and practical situation in the province. Voters suggested considering the amendment accordingly.
Responding to this content, the Ministry of Construction said as follows:
On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030".
Accordingly, the demand for social housing in localities across the country is very large (in the period of 2021-2025, it is 1,143,317 units, in the period of 2026-2030, it is 1,327,896 units) requiring policies for the development and management of social housing to remove the shortcomings and inadequacies of social housing in the previous period.
At the same time, the Government encourages the development of social housing to increase supply, reduce social housing prices, meet the housing needs of the majority of low-income people, poor and near-poor households in urban areas, poor and near-poor households in rural areas, workers, laborers inside and outside industrial parks, cadres, civil servants, public employees, etc.
The 2023 Housing Law also has many policies on the development and management of social housing to promote the development of social housing according to the policies of the Party and the laws of the State.
Including preferential policies for home construction investors and supporting beneficiaries of preferential state loans to buy and rent social housing...
