The Ministry of Construction requires relevant units to strengthen response work, ensuring the safety of works, traffic infrastructure and people's lives.
According to the National Center for Hydro-Meteorological Forecasting, from the night of July 10 to the night of July 11, the Northern region and Thanh Hoa are forecast to have moderate rain, heavy rain, locally very heavy rain, common rainfall of 40-90mm, some places over 200mm.
Heavy rain has a high risk of causing flooding in low-lying areas, landslides and flash floods in the midland and mountainous provinces of the North.

To proactively respond, the Ministry of Construction requires heads of affiliated agencies and units to urgently direct inspection, urge, and promptly deploy disaster prevention plans, not to be passive or surprised based on assigned functions and tasks.
The Vietnam Road Administration is assigned to direct its affiliated units to focus on inspecting, reviewing, and implementing traffic safety plans on national highways, especially key routes, mountainous and midland areas of the North and Thanh Hoa.
Road management areas must coordinate with the Department of Construction and local authorities to divert traffic, install buoys and fences at deeply flooded, landslide or road broken areas, absolutely not allowing people and vehicles to pass to ensure safety.
The Vietnam Railway Authority and Vietnam Railway Corporation are required to patrol and secure vulnerable works and locations such as weak bridges, areas prone to flooding, steep passes often with fallen rocks and collapsed soil. Units must prepare material and human resources plans to overcome the consequences of floods, have plans to stop ships, extend ships, and transfer passengers if floods affect the area.
The Vietnam Maritime and Inland Waterways Administration is assigned to direct units managing and maintaining inland waterways to closely monitor flood developments, have plans to protect or reclaim buoys and signals, and organize plans to prevent collisions with important bridges on the route.
The Civil Aviation Authority of Vietnam and the Vietnam Air Traffic Management Corporation must check the airport system, terminals, communication, flight command and direct airlines to closely monitor the weather to adjust flight schedules and routes when necessary, ensuring absolute safety.
The Department of Economics - Construction Investment Management is assigned to direct Project Management Boards, investors, and construction contractors to ensure construction safety, prevent landslides during the flood season; at the same time, prepare forces and materials to promptly fix incidents, ensure traffic on routes that are both under construction and exploitation.
The Department of Construction of provinces and cities in areas affected by floods such as Cao Bang, Tuyen Quang, Lao Cai, Lai Chau, Dien Bien, Son La, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, Quang Ninh, Hanoi, Thanh Hoa... need to closely coordinate with local agencies, road management areas, road, railway and waterway maintenance management units to divert traffic, ensure transportation, and increase passenger and goods handling when required.
All relevant agencies and units are required to organize 24/7 on-duty and report to the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the Ministry of Construction.
