Having a red book is just for sightseeing
Mr. Lien Chi Cao bought a plot of land that had been granted a land use right certificate (red book) in 2019. Land on Nguyen Thai Hoc Street, belonging to the Bac Tran Huynh project, Ward 1, Bac Lieu city (now Bac Lieu ward, Ca Mau province).
The sale is legal and confirmed by the government. However, since then, he has not been able to build or trade on this land. The reason is that households Phan Kim Lap, Phan Van Vinh, Phan Tai Hanh... did not allow him to build.

In early 2024, discovering that the above households were fencing up their land, he complained and was accepted by the authorities at all levels, and directed to the People's Committee of Bac Lieu city (formerly), later Bac Lieu ward, to resolve the matter.
Similarly, Mr. Trinh Thanh Du had a red book 15 years ago but could not build a house. Outraged, he complained to Ward 1, then Bac Lieu City, Bac Lieu Province (old) learned that his land had been built by a household.
Along with Mr. Cao and Mr. Du, there were 4 people whose land had red books that were also encroached upon for construction. Bac Lieu City (old) issued 2 decisions on enforcement and land allocation, but these decisions were not implemented. Up to now, this land has been completed by others to become houses, with signs for rent.

The cause of the incident, Ms. Phan Kim Lap's family, said that this was the land left by the family. In 1998, the state reclaimed it without proper authority, against regulations, and without adequate compensation, so they did not agree to hand over the site to the Bac Tran Huynh project.
Proposal to keep decisions not within authority
The settlement process of Bac Lieu province (old) did not recognize the sovereignty over Ms. Phan Kim Lap's family. Authorities at all levels have also implemented decisions on administrative handling and enforcement, but have not been implemented due to the request of Ms. Phan Kim Lap's family.

The Inspectorate of Ca Mau province has inspected many projects that have been in backlog for a long time. The Inspectorate recommended that the Chairman of the Provincial People's Committee recommend the Prime Minister and central ministries and branches to consider submitting to competent authorities for a specific mechanism in implementing site clearance for projects with land acquisition decisions and approving compensation plans issued without proper authority. In particular, decisions issued without proper authority must not be canceled and administrative measures must be applied to carry out site clearance for these cases.
This is considered an open direction to resolve difficulties in resolving complaints and disputes as well as eliminating planning in projects that have lasted for many years in the old Bac Lieu province.
On December 21, the leader of Bac Lieu ward said that in the coming time, he will enforce the allocation of land to people in accordance with legal regulations in many cases, including land of Mr. Cao and Mr. Du.
