6 projects in the old Ca Mau province: Investment project to build a rescue road, rescue the West Sea dyke, serving national defense and security in the Hon Da Bac area combined with fire prevention and fighting in U Minh Ha National Park; Project to build Rach Goc market and a housing area in Rach Goc town, the old Ngoc Hien district; Investment project to build infrastructure to prevent and combat coastal erosion, provide fresh water and serve shrimp farming - coastal forests; Project on investment program to develop the health network in disadvantaged areas; Thanh Phu residential area project in Ly Van Lam ward; Licogi new urban area project.
The total investment capital of the projects is hundreds of billions of VND from the state budget and investors.
The Inspectorate of Ca Mau province concluded that the main difficulties and problems of the projects such as: slow construction progress, difficult disbursement, land clearance problems... led to projects being delayed and prolonged (with projects for nearly 20 years), not completing on schedule the approved plan.
The inspection results show that most of the projects comply with state regulations on submitting, approving investment policies and establishing and appraising basic investment projects...
However, in the process of implementing each project, there are still some limitations, violations, and problems such as: Late bidding packages; not yet approved project adjustments; issuing decisions to reclaim land without proper authority; not having the right authority to select contractors; accepting and accepting inadequate fees; leaving behind basic construction debts; having projects that owe taxes...
The inspection agency also determined that the above limitations, violations and problems were the responsibility of a number of leaders and former leaders of the Provincial People's Committee and departments and branches of Bac Lieu and Ca Mau related to each stage and project implementation time.
The Inspectorate of Ca Mau province recommends that the competent authority consider handling the responsibilities of the related individuals.
