There are 875 social housing projects being implemented nationwide
According to Report No. 300/BC-BXD of the Ministry of Construction on the results of implementing the Project "Investing in building at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030", by the end of July 2026, there are 875 social housing projects being implemented nationwide, with a scale of 77,457 units, with a total investment of about 637.019 billion VND.
Of which, 289 projects have been completed, with a scale of 197,805 units, total investment of about 162,912 billion VND. The period 2021 - 2024 completed 66,755 units; in 2025 completed 103,374 units; in the first 6 months of 2026 completed 27,676 units.
In addition, there are 270 projects that have started construction and are being implemented with a scale of 270,409 units, total investment of about 222,709 billion VND; 316 projects have been approved for investment policy, scale of 305,243 units, total investment of about 251,938 billion VND.
Accordingly, the number of projects that have been completed, started and approved for investment policy to date has reached 77% compared to the target set in the Project of 1 million social housing units. Regarding rental housing, there are currently 205,704 rental housing units belonging to public assets nationwide, of which 188,025 units are being leased and 17,049 units have not been arranged for use.
This number includes 13,450 social housing units; 78,476 public housing units; 64,808 student dormitory rooms; 14,297 resettlement housing units; 30,957 old public housing units and 3,086 other public housing units.
Regarding planning and land allocation, summarizing reports from localities shows that to date, the whole country has planned about 1,986 locations with a scale of about 10,279ha of land for social housing.
In which, there are 944 independent land funds, equivalent to about 6,047ha; 837 land funds of 20% in commercial housing projects, equivalent to about 3,174ha; 123 land funds of people's armed forces, equivalent to about 475ha; 82 land funds of worker dormitories, equivalent to about 583ha.
Most localities have planned land funds to develop social housing. Many localities have paid attention to and allocated social housing land funds in convenient locations, near urban centers, industrial parks, ensuring to meet technical infrastructure and social infrastructure such as: Dong Nai (1,723ha), Ho Chi Minh City (1,740ha), Hanoi City (1,555ha), Bac Ninh (754ha), Tay Ninh (570ha), Quang Ngai (461ha)...
The supply of social housing has not met demand
According to the Ministry of Construction, although social housing development in the past has achieved positive results, in general, the actual supply to the market is still limited, not meeting the very large demand of workers, laborers and low-income people in urban areas and industrial parks, especially rental housing.
Although most localities have paid attention to and proactively allocated land funds to develop social housing, however, many land fund locations are planned far from the urban center, far from industrial zones and clusters. The connecting transportation network is underdeveloped, causing difficulties for people's travel, living and working.
The work of resolving administrative procedures in the fields of investment, land, construction, and housing in some localities is still slow and prolonged. The coordination of procedure resolution between state management agencies is not really synchronized, leading to increased investment preparation time and costs for businesses.
The demand for rental housing across the country is very large. However, the actual supply is currently very limited, not meeting the expectations and urgent requirements of reality.
The Ministry of Construction sets a target by 2030 to complete or exceed the Project targets and rental housing development targets to create a strong shift in the structure of housing products, identifying rental housing as a strategic pillar. Localities, based on the social housing and rental housing development targets assigned, implement the completion or exceeding of targets to contribute to completing the common goal of the whole country.
