The Song Phuong Eco-service Point project has a total area of over 9.5 hectares, located in Phuong Vien village (Song Phuong commune, Hoai Duc district, Hanoi).
According to the initial approval, the project was intended to serve tourism and resorts. However, the investor has adjusted the target to build a high-end housing area for sale.
It is known that the investor has adjusted the function of project land use; adjusted the height of the project; adjusted the project implementation area; adjusted the population size.

In 2018, the Government Inspectorate conducted a comprehensive inspection of the project and discovered a series of violations and inadequacies in approving, adjusting the project as well as reclaiming land to implement this project.
The Government Inspectorate concluded that the project has been behind schedule for many years, the investor owes land use fees, land rents and taxes up to 152 billion VND.
According to the reporter's records, many people feel regretful that these villas with selling prices of millions of USD are abandoned, with only a few households living there.
Ms. Nguyen Thi Dinh (56 years old, living in Phuong Vien villa area, Hoai Duc district) said that the price of villas in Phuong Vien has recently been advertised for sale at a very high level, about 20-30 billion VND/cruel unit. However, residents who moved here to live can be counted on the fingers, with nearly a dozen households.
According to Ms. Nguyen Thi Dinh, although the selling price is in the millions of USD, there are no amenities around this villa area. Many houses have been transferred to new owners but have not been put into use, gradually deteriorating over time, and are overgrown with grass.

Dr. Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association - commented that the situation of abandoned villas is quite common, especially in Hanoi. This is a waste of land use, construction and loss of urban beauty.
Architect Dao Ngoc Nghiem emphasized that in some countries, it is often stipulated that each family can only register one place of residence, while in other places, if they want to have a house, they must be managed by the Government.
Therefore, if the "loopholes" in management and planning mechanisms are not overcome, not only Hanoi but also many other urban areas and provinces such as Ho Chi Minh City, Binh Duong, Dong Nai... will have more abandoned urban areas, villas, and houses.
Regarding real estate transaction prices, Ms. Trang Le - Senior Director of JLL Vietnam Consulting and Research - also acknowledged that the primary price of townhouses in Hanoi has been pushed up since the end of last year, reaching 10,451 USD (about 261 million VND/m2), an increase of nearly 44% over the same period last year.
