According to the report of the Department of Construction of Can Tho City, based on Point b, Clause 1, Article 45 of the Housing Law 2023, cadres and civil servants of Party, State agencies, and socio-political organizations, if transferred, rotated, or seconded to hold positions from Deputy Heads of agencies under the Government and equivalent or higher, from the central level to the locality or from one locality to another to hold positions from Deputy Director of the department and equivalent or higher, will be considered for public housing rental.
Currently, the Department of Construction is coordinating with the Department of Home Affairs to grasp the need to use public housing of the team of officials after the merger from Soc Trang and Hau Giang provinces to work in Can Tho city.
Based on a preliminary review, the Department of Construction has a total of about 140 cadres who need to use the official residence.

According to Decision No. 11/2024/QD-TTg dated July 24, 2024 of the Prime Minister, on area standards and equipment norms for civil housing furniture: Department directors and equivalent are arranged to rent townhouses or apartments with an area of 80-100m2; Deputy Directors of the Department and equivalent are arranged with an area of 60-80m2. The total area to be arranged is estimated at about 11,760m2.
The level of spending on non-house-attached furniture equipment is VND 150 million/house and VND 180 million/house, respectively.
To meet this need, the Department of Construction proposed to renovate existing facilities. In which, the Southwest Guest House (8-storey scale) after renovation will be arranged with 62 rooms, with a usable area of about 5,600m2, and a total repair cost of about 10.7 billion VND.
Other houses such as Guest House No. 2 can be renovated into 36 rooms, with an area of about 3,750m2; Block No. 2 Ngo Duc Ke Street (5 floors, area of 274m2) has 6 rooms; The row of houses behind the City Party Committee headquarters (1 floor, area of 600m2) can be renovated into 20 apartments. The estimated cost of renovating these houses is about 7.7 billion VND.
In total, after renovating the above facilities, 118 public accommodation rooms can be arranged, if arranged with 4 people in 1 room, enough to serve about 500 staff.
For the remaining 22 houses, the Department of Construction proposed to review 20 old houses, convert them to function, and allocate additional repair funds to ensure enough accommodation for all officers subject to mobilization.
Mr. Le Tien Dung - Director of the Department of Construction of Can Tho City - said that in the long term, in the approved housing development program, the city plans to build 310 public housing units. The City People's Committee has also assigned the Civil and Industrial Project Management Board to carry out investment preparation, repair and renovation of works to serve the arrangement of public housing.
According to the Central Resolution on merging Can Tho City with the two provinces of Soc Trang and Hau Giang, the total human resources of the new city will be about more than 61,000 cadres, civil servants and public employees.
The administrative apparatus of the new Can Tho City will be restructured, reducing from 263 administrative units to 103 communes/wards.
The plan to arrange 140 public housing units for cadres after the merger demonstrates the proactiveness, responsibility and timeliness of Can Tho City in organizational and personnel work. This is also a way to stabilize the apparatus from the first days of implementing the two-level government after the merger.
