This will be the headquarters of the People's Committee of Dong Hai Ward (new) established on the basis of merging Dong Hai 1, Dong Hai 2 Wards and Nam Hai Ward (Hai An District).
According to the reporter's records, early on, officers and civil servants assigned to work at the Dong Hai Ward Public Administration Center were present to be ready for trial operation. Mr. Trinh Tuan Tai, 44 years old, residing in Dong Hai 1 ward, Hai An district, Hai Phong said: I need to notarize my personal documents, knowing the information that today, the new Dong Hai ward model is being operated, so I came here to notarize my documents. Present since early in the morning, I saw the civil servants enthusiastically guiding. The procedures are also quick and transparent.
Exchanging relevant information, Mr. Nguyen Anh Tuan, Chairman of Hai An District People's Committee, said: In the recent past, with the guidance of the city and departments, up to this point, the district has also basically completed preparations for the operation of the two-level government, including the operation of the Public Administration Center and the operation of online meeting rooms connecting from the ward to the city; management of the system of documents to and from; receiving recommendations from citizens, handling administrative procedures. From now until June 30, we will continue to review facilities and staff to officially operate on July 1.
Public administrative procedures in the new ward will carry out the work of the commune and ward from before and add work from the district level. "According to regulations, procedures previously carried out by people at the district level will now be transferred to the ward level" - Mr. Nguyen Anh Tuan said.
According to Mr. Tuan, the new point of the two-level government model is that people can do administrative procedures at any public administrative headquarters of a commune or ward in the city, without having to go to their place of residence to do procedures, creating favorable conditions for people to handle related procedures.
According to the plan of the Hai Phong City Party Committee Steering Committee, the 2-level local government model in the new Hai Phong city will be piloted in 2 phases. Phase 1 conducted the first test in 114 communes, wards and new special zones on June 20. In phase 1, the city will connect 116 bridges online, including 1 central bridge in Hai Phong city, 1 main bridge in Hai Duong province and 114 bridges in new communes, wards and special zones.
The city prepares technical conditions; provides preliminary instructions on the operation of software and information systems to ensure smoothness for the conference to experiment with the operation of Party agencies, authorities, and the Fatherland Front at the commune level. Localities report to the Steering Committee of the City Party Committee and the City People's Committee on the current status of information systems, infrastructure, and human resources; and at the same time propose solutions to perfect the model after testing.
Phase 2 will conduct testing at the above units on June 25. In this phase, the city will pilot the comprehensive operation of the activities of Party agencies, authorities, and the Vietnam Fatherland Front at the commune level. Localities operate Commune-level Public Administration Service Centers, receiving and handling feedback and recommendations from organizations, individuals and businesses through the 1022 call center system.
From June 26 to 30, the city will organize a comprehensive review, assessment, and experience rutement to complete the model. The official operation will be deployed simultaneously from July 1.
