Sharing with Lao Dong reporters, representatives of the Ministry of Construction said that in 2025 alone, the Government and the Prime Minister issued 6 Resolutions, 1 Decision, 3 Official Dispatches, 1 Directive, and dozens of directing notices to promote the development of social housing and stabilize the real estate market.
In particular, Resolution 201/2025/QH15 and a series of guiding decrees have established specific mechanisms for social housing, from investor selection, investment procedures to the formation of the National Housing Fund.
As a result, by the end of 2025, the whole country had 698 social housing projects, with a scale of 657,441 units, reaching 62% of the Project target of 1 million units. In 2025 alone, the whole country completed 102,633 units, exceeding 102% of the plan assigned by the Prime Minister.

Implementation still has some obstacles
From the reality of implementation, Mr. Nguyen Van Loi - Chairman of the Board of Directors of Thien Phat Construction Investment and Production Service Joint Stock Company said that the biggest problem for the business is not only capital, but also mechanisms and operating methods.
There are difficulties that, if resolved, are even more precious than money. In fact, building social housing is now even more difficult than commercial housing" - Mr. Loi said.
According to him, if commercial housing can be completed in about 7 years, then for social housing, businesses have to bear stricter norms, price frames and procedures, while prolonged time increases loan interest costs, opportunity costs and financial risks.
This completely coincides with the reality pointed out by the Ministry of Construction: many projects are still facing legal obstacles, slow site clearance, causing cost overruns, thereby affecting selling prices and progress.
Mr. Loi commented: "In terms of policies, the Government has opened the door wide. But when it comes to reality, there are still many obstacles.
The proof is that in old Binh Duong, two social housing projects with a scale of more than 6,000 apartments have encountered difficulties after merging administrative boundaries, causing confusion in operation and deployment.
Mr. Nguyen Van Loi said that when bottlenecks are removed, businesses can not only "live on" but can also do it more methodically and sustainably. And if policies continue to "stagnate" in implementation, the door that has opened... will still be difficult to cross.
Where problems are, focus on solving them there.
From the perspective of businesses, Colonel Nguyen Tien Nam - Director of Project Management Board 1, Corporation 319 (Ministry of National Defense) expressed his appreciation for ministries and sectors, especially advisory agencies like the Ministry of Construction, when they have to shoulder a very large workload; "problems wherever they are, focus on removing them there", paving the way for the construction of social housing.
According to Mr. Nam, in localities where businesses directly implement projects such as Hanoi and Ho Chi Minh City, the "green channel" mechanism has shown clear effectiveness, procedures have been significantly accelerated, creating conditions for projects to be implemented on schedule and targets assigned by the Government.
He said that in the context that the demand for social housing of people is currently very large, while the supply is not much, many localities are still making efforts to complete a very large volume of work. Specifically, the social housing project in Dong Anh started in early 2025, and by the end of the year, it had to organize a draw for buyers, because demand increased 3-4 times compared to the number of apartments.
