Previously, in March 2025, Mr. Vo Chi Cong - Deputy Head of the Department of Agriculture and Environment of Cam Lam district signed a consensus on the multi-purpose land use plan of Ms. Phan Thuy Le Hien for an area of over 9,000m2 of production forest land in Thuy Trieu village, Cam Hai Dong commune, Cam Lam district.
The Department of Agriculture and Environment of Cam Lam district agreed to submit to the district level a plan for Ms. Phan Thuy Le Hien's business household to use land combined with "commercial and service", build temporary works on the land to organize business and trade according to the night market model, for a period of 36 months.

Speaking with Lao Dong, the leader of the Department of Agriculture and Environment of Cam Lam district said that Ms. Phan Thuy Le Hien was the first pilot in Khanh Hoa province on the use of land for multiple purposes of "commercial and service" according to the new regulations of the Land Law.
The approval of the operating policy for this model is also in line with the general policy of Khanh Hoa province on the development of the night-time economy.
One thing that the public is concerned about is that the document of Cam Lam district approves the agricultural land use plan for business households of Ms. Phan Thuy Le Hien. Meanwhile, Ms. Phan Thuy Le Hien's land records show that the current status of the above 9,000m2 of land is production forest land.
The leader of the Department of Agriculture and Environment of Cam Lam district explained that according to the new regulations of the Land Law, "production forest land" belongs to the agricultural land group.
Up to now, Ms. Phan Thuy Le Hien's business household has been operating under the name "orange Lam Night Market".
During the operation, the leader of the Department of Agriculture and Environment of Cam Lam district said that he will regularly check and evaluate the effectiveness of land use compared to the original plan, to avoid cases of land use for the wrong purpose.
