On the afternoon of December 10, at the 9th Session of the 4th Dak Nong People's Council, Mr. Luu Van Trung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - proposed to focus on discussing the management of nearly 400 Lam Dong households "living off" Dak Nong.
Delegate Vu Tien Lu - Secretary of Dak G'long District Party Committee (Dak Nong) - said that the area where nearly 400 households of Da K'nang commune, Dam Rong district (Lam Dong) are living is located entirely on the area of Ta Dung National Park, which has been assigned by the Provincial People's Committee to local management.
Most of the people have lived here since 1990. There are some households that lived here before Ta Dung National Park was established.
Recently, when the 2024 Land Law came into effect, people in this area wanted to be granted land use right certificates. However, both localities could not resolve the people's wishes.
According to delegate Vu Tien Lu, over the past two years, the People's Committees of Dak Nong and Lam Dong provinces have worked many times, but have not yet reached a final result.
While waiting for the competent authority to decide, Dak Glong (Dak Nong) and Dam Rong (Lam Dong) districts have signed a coordination regulation in forest management and protection; population management and ensuring security and order in this area.
Mr. Luu Van Trung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dak Nong province - said that the immediate solution is for the two localities to coordinate to ensure the rights of the people, especially social security.
Regarding the proposal to issue land use right certificates, according to the Chairman of the Dak Nong Provincial People's Council, this is a legitimate aspiration because people have lived here for decades.
However, most of the land area where people in Da K'nang commune, Dam Rong district (Lam Dong) live is being managed by the People's Committee of Dak Glong district (Dak Nong). In the long term, the plan to adjust administrative boundaries will be considered. However, this issue is beyond the province's authority.
Regarding this issue, in 2023, Lao Dong Newspaper published a two-part series of articles reflecting on "Thousands of people "living illegally" in their homeland".
The cause was determined to be due to inadequacies in the division of administrative boundaries, resulting in a situation where thousands of Lam Dong residents suddenly became "illegal residents" in their own homeland.
They have registered residence in Lam Dong province, built houses to live and produce there for generations. However, that land is under the administrative boundary of Dak Nong province.
This situation has been making it difficult for the authorities of the two provinces to ensure security and order, develop infrastructure, reduce poverty, and prevent students from dropping out of school.
