Officially from June 9, Hanoi City has received 100% of documents online and online for administrative procedures in the construction sector, including procedures for granting construction permits.
Accordingly, 5 administrative procedures in the construction sector are supported with 100% of documents in the form of full online, including:
1. Issuing new construction permits for level 3, level 4 works and individual houses.
2. Issuing construction permits for repair and renovation of level 3, level 4 and individual houses.
3. Adjusting construction permits for level 3, level 4 works and individual houses.
4. Extension of construction permits for level 3, level 4 works and individual houses.
5. Re-issued construction permits for level 3, level 4 works and individual houses.
In addition, 7 other administrative procedures in the construction sector received 100% of documents online. Specifically:
1. Issuing a new construction permit for a special-level, level 1 or level 2 project.
2. Issuing a construction permit for repair and renovation of works at special level, level 1, level 2.
3. Adjusting construction permits for works at special level, level 1, level 2.
4. Extension of construction permit for special-level, level 1 and level 2 works.
5. Re-issued construction permits for works at special level, level 1, level 2.
6. Issuing a relocation permit for special-level, level 1 and level 2 works.
7. Issuing relocation licenses for level 3, level 4 works and individual houses.
Hanoi currently has 12 branches with 30 locations and 476 agents receiving free guidance and support for declaration of records, document scanning and submission online.
People and businesses submitting documents online are exempted from fees until the end of this year and supported with the cost of paying on-site results (26,000 VND per trip).
The Ministry of Construction has just issued Document 4377/BXD-VP on the implementation of Official Dispatch No. 78/CD-TTg dated May 29, 2025 of the Prime Minister on focusing on cutting and simplifying administrative procedures (AP) in the construction sector.
Heads of agencies and units under the Ministry of Construction are required to directly direct the process of reviewing, cutting and simplifying administrative procedures in their areas of responsibility. Ensure a reduction of at least 30% of the time for handling administrative procedures, 30% of the cost of complying with administrative procedures, and 30% of business conditions in 2025.
Notably, the Ministry of Construction requires reviewing and reducing construction licensing procedures for works in construction investment projects with detailed planning at a scale of 1/500 or works in areas with approved urban design.
