On July 28, the Department of Construction Quality Management - Ho Chi Minh City Department of Construction coordinated with the Department of specialized inspection; Ba Ria - Vung Tau Construction Quality Inspection Center; Center for Housing Management and Construction Assessment (HMCIC); Tam Thang Ward People's Committee and related units organized work and inspections to handle the cracking and breaking incident at PVC-IC Diamond apartment building (also known as Lapen Center apartment building, 33A 30/4 street, Tam Thang ward).
The inspection team noted that at apartment 16-08 (level 16), there were cracks in the foot of the wall between axis 4, axis 5 and axis G-H. There were 5 more apartments with cracks across the wall including: 16-04, 16-05, 16-06, 16-12B, 16-17. Cracks only appear at the construction walls, no cracks have appeared at the reinforced concrete structure ( columns, beams, floors).

During the meeting, the Apartment Management Board said that there are currently 486 apartments in the building, with about 1,800 people living there. In recent days, the renovation construction unit has drilled the floor core of the first floor at 12 locations; prevented some exits on the first floor... as well as the investor has not completed the handover of the maintenance fund.
"Therefore, we propose to assess the safety of drilling 12 floor core locations; as well as the investor supporting the cost of the project inspection", the representative of the Apartment Management Board proposed.
Huy Thanh Investment Joint Stock Company (owner of 5 commercial floors) said that the construction unit had arbitrarily carried out the renovation without the owner's approval.
Therefore, the inspection team has drawn up a working record, requesting the apartment investor to provide documents including: Minutes of acceptance of completion of the project, Results of the most recent subsidence and cycle leakage monitoring; legal documents on the purchase and sale, transfer of owners of 5 commercial floors... and other related documents. Take measures to dismantle or prevent the cracked surrounding wall from falling apart outside the 16-08 apartment.
The construction unit is Lapen Investment Consulting Joint Stock Company - Vung Tau Branch, which provides documents related to the renovation and repair work underway. Tam Thang Ward People's Committee coordinates with the Apartment Management Board to maintain measures to ensure the safety of the people.
"The Department of Construction will report to the Ho Chi Minh City People's Committee and issue a document instructing the investor and related units to inspect to assess safety and remedial measures," said the representative of the inspection team.
Previously, the discovery of cracks in the area of the 16th floor of the Lapen Center apartment building (34 floors above ground and 2 basements) on July 23 created a worried mentality for hundreds of households living here and people quickly reported it to the authorities.
Tam Thang Ward People's Committee quickly conducted a preliminary inspection, deployed safety measures and reported the incident to the Department of Construction, proposed to conduct an inspection and directed the remediation.
