Concept and symbol of rice-growing land
Rice land is land for growing one rice crop or more or growing rice combined with other land use purposes permitted by law but growing rice is the main purpose, rice land includes specialized rice land and remaining rice land.
Land specializing in rice cultivation is land for growing two or more water rice crops per year.
The remaining rice land is land for growing one rice crop per year and land for growing rice on the young rice plantation.
According to Circular 08/2024/TT-BTNMT, rice-growing land is coded LUA, while the remaining rice-growing land is coded LUK.
Heavy fines for illegal conversion of rice-growing land to residential land
Converting rice-growing land to residential land without the consent of a competent State agency within the administrative boundaries of a commune will be punished according to the provisions of Article 9 of Decree 91/2019/ND-CP.

Converting rice-growing land to non-agricultural land in urban areas will be subject to double the penalty for converting rice-growing land to non-agricultural land in rural areas
In addition, individuals and organizations that violate must also take remedial measures: Forced restoration of the original state of the land before the violation, except for the cases specified in Clause 3, Article 139 of the 2024 Land Law; forced return of illegal profits obtained from the violation.
