Agricultural land violations are complicated nationwide.
Currently, the encroachment of agricultural land, misuse and illegal construction are common in many localities. This requires State management agencies to promptly detect, prevent and thoroughly handle.
A series of violations of agricultural land have not been resolved.
In Hanoi, recently, the leaders of the City People's Committee have been very determined in resolving violations of agricultural land, however, the situation of "clearing one place and expanding another" still recurs, causing public outrage.
According to the reporter of Lao Dong Newspaper, in the area of Nach Quan field (Dai Mach commune, Dong Anh district, Hanoi), some households have arbitrarily changed the land use purpose, built works that are not in accordance with the agricultural production plan and agricultural land lease contract. More seriously, people have arbitrarily dumped construction waste soil on over 2,900m2 of pond land that was approved by the District People's Committee for an agricultural farm...
In Dam Sen area (Dai Mach commune), nearly 20 households have arbitrarily changed the land use purpose and built works on leased agricultural land but have not been handled by local authorities.
In Viet Hung commune, more than 42,000 square meters of land in Lim lagoon area is being turned into a restaurant, entertainment area and ancillary services, violating Article 9, Decree No. 91/2019/ND-CP dated November 19, 2019 of the Government on administrative sanctions for violations in the field of land.
Speaking to Lao Dong Newspaper reporter, Mr. Nguyen Huu Sang - Chairman of Viet Hung Commune People's Committee said that the authorities have issued many documents requesting the investor to demolish and remedy the consequences, but have not done so yet. The District People's Committee is conducting inspections, checking, clarifying the time of violation and handling measures.
Violations of land management in Soc Son district, Hanoi are also very complicated. In the area along the Cau River through Tan Hung and Trung Gia communes, for many years now, there have been material gathering areas, illegal construction ports, and concrete mixing stations affecting flood escape corridors. Tens of thousands of square meters of land here have been turned into ports, factories, and concrete mixing stations. Ships and heavy trucks operate day and night, causing environmental pollution.
In response to these violations, Chairman of the Hanoi People's Committee Tran Sy Thanh has directed many relevant agencies to take action. In cases where there are signs of criminal law violations, the cases will be transferred to the investigation agency for handling according to their authority. The Hanoi People's Committee Office will be assigned to monitor and urge agencies and units to implement and synthesize reports to the Hanoi People's Committee. However, to date, the above violations have not been handled.
Agricultural land "rich in rice and honey" at risk of being wasted
In Thanh Hoa province, according to the reporter's records, currently, there are many agricultural land recovery projects assigned to investors for implementation. However, after the bustling groundbreaking day, these projects "died young" and were abandoned, causing waste of land resources.
The most typical is the FLC Hoang Long Industrial Park project. The project started in September 2015, covering more than 286 hectares of agricultural land, with a total project investment of more than VND 2,300 billion, designed as a model industrial park, meeting international standards serving many industries, when put into operation it will attract from 60,000 to 80,000 workers.
However, many years after the groundbreaking, the project only built the welcome gate, erected a few hundred meters of the wall system and leveled the land around the gate area, leaving the rest abandoned. Currently, some households have invested in machinery and resumed agricultural production on the agricultural land area of the project that had been abandoned for many years.
In Dong Nai province, many "fertile" agricultural lands are sought after by real estate "tycoons", who buy them for investment and then leave them there - leaving farmers with regrets. One typical case is the Agricultural Industrial Complex project in Xuan Loc district.
The project started in 2010, with the goal of creating a large-scale agricultural production area, applying high technology and attracting investment in the fields of agricultural products, processing and trade. However, for many years, the project has been "suspended", causing waste.
Mr. Thanh Tuong (name changed) in Xuan Bac commune, Xuan Loc district said: "Abandoned land is a waste, and people have no jobs."
In July 2023, the People's Committee of Dong Nai province decided to reclaim an area of more than 540 hectares of land in the project. In particular, it clearly stated that the technical infrastructure investment project in subdivisions 3B and 3C in Xuan Loc district had been terminated since July 2018. "Currently, the project has not had a new investor to replace it, and the project has not adjusted its functions but is still stuck in procedures," said Mr. Nguyen Khac Son - Vice Chairman of the People's Committee of Xuan Loc district.
