The flower garden project on Cau Niem roundabout was approved by the City People's Committee in May 2024 and approved for adjustment in April 2025, with a scale of more than 20 hectares.
In April 2025, the People's Committee of Le Chan District (old) issued a plan to implement compensation, support, and resettlement when the state reclaims land; at the same time, notify Hong Quang Joint Stock Company of land recovery with a total area of 20,164.6 m2 and send a notice to the enterprise according to regulations.
From July 1, 2025, after implementing the two-level local government, the People's Committee of An Bien Ward coordinated with the Vietnam Fatherland Front Committee of the ward and the Le Chan Project Management Board to repeatedly encourage the company to coordinate in inventorying land and assets. However, the enterprise did not cooperate in implementation.
On December 9, the Compulsory Counting Enforcement Board held a meeting to implement the Counting Enforcement Plan for Hong Quang Joint Stock Company to serve the Cau Niem Roundabout Flower Garden project. The enforcement board has thoroughly grasped the purpose, requirements and agreed on a plan to organize the enforcement of the counting at the land plot at 26 Cau Niem roundabout road.
By the morning of December 10, units that enforced the compulsory inventory of land, works, architectural objects, crops and other related assets on the recovered area to determine the actual affected volume, as a basis for developing compensation plans and supporting site clearance for the Project.
