On April 10, the People's Committee of Kien An District enforced land recovery for Hai Phong Housing Management and Trading Company Limited, which had 14 households renting houses in use within the land recovery boundary for the Hanh Phuc Lake Flower Garden project.
The Hanh Phuc Lake Flower Garden Project was approved by the Hai Phong City People's Committee on September 6, 2023, aiming to renovate and upgrade the central urban area; create landscape and public works with cultural value; improve the spiritual life of the people; build a modern, green, and civilized urban area in Tran Thanh Ngo Ward and Kien An District, contributing to completing the criteria of a type 1 urban area of the city.
To implement the project, on December 31, 2024, the People's Committee of Kien An District issued a Decision on land recovery for Hai Phong Housing Management and Business Company Limited. The district's functional agencies have developed compensation and support plans for site clearance in accordance with current policies and regulations, ensuring the rights of citizens. The implementation of site clearance work complies with the prescribed procedures and processes.
Hai Phong Housing Management and Trading Company Limited has handed over the entire land area with an area of 1,339.3m2 within the project's land acquisition boundary, including 699.11m2 which is an area of 25 households that have signed a rental contract and 640.19m2 which is the area of self-expanded and used households under the management of the company.

The People's Committee of Kien An District has repeatedly explained, propagated and mobilized about compensation and support policies for households. The leaders of the District People's Committee have directly had dialogues with households 6 times. The opinions of the households have been repeatedly responded to directly and responded in writing by the authorities. The district has also established groups to mobilize each household to explain, propagate, mobilize and persuade.
However, by the end of April 9, there were still 15 households out of 25 households renting houses of Hai Phong Housing Management and Trading Company Limited that did not agree with the compensation, support plan, and did not hand over the site. By the morning of April 10, right before the enforcement began, another household agreed to hand over the site.
On the morning of April 10, the District People's Committee deployed enforcement of land acquisition for the remaining 14 households. The coercion process is carried out in accordance with the order and procedures as prescribed by law, ensuring safety and efficiency. After completing the land acquisition, the authorities handed over the ground for contractors to execute, accelerate the implementation of the Ho Hanh Phuc Flower Garden project.
Previously, households submitted a petition saying that they have lived here for decades and wanted to be granted resettlement land, allocated land with land use fees... However, according to the People's Committee of Kien An District, households here all rent houses from Hai Phong Housing Management and Trading Company Limited, so there is no basis for granting resettlement land or allocating land with land use fees. The city has agreed to let households re-rent state-owned houses in the city, but the households have not agreed.
On 9.4, Chairman of Hai Phong City People's Committee Nguyen Van Tung presided over the meeting to listen to the report on coercion of land acquisition for project implementation. After listening to the Chairman of the People's Committee of Kien An District reported on the enforcement plan, the City Police reported on the plan to ensure security, order and opinions of the delegates attending the meeting, the Chairman of the City People's Committee agreed on the plan and plan, the decision to coercive land acquisition of the project on the morning of April 10 until completed.
For households subject to enforcement who do not have any other place to live and need to re-rental state-owned houses, households that have submitted applications for renting houses are requested to submit to the People's Committee of Kien An district before April 12, 2025.
