The Nam Hoi An Resort project with a total investment of tens of thousands of billions of VND lasting for many years has caused hundreds of households to fall into a situation of "not being able to go, not being able to stay".

Worry overflowing at the Nam Hoi An mega-project

Licensed in 2010 with a scale of up to more than 985ha and a total investment of about 81,200 billion VND, the Nam Hoi An Resort project was once expected to become a key economic and tourism lever. After many years of implementation, some large-scale items such as the central avenue, commercial area, casino, hotel, golf course phase 1 and staff housing area have been completed and put into operation. However, most of the remaining area of the project is still in a state of slow implementation, causing hundreds of local households to fall into a situation of "not being able to go, not being able to stay".

In the project area in Duy Nghia commune, Da Nang city, many people's houses have seriously deteriorated but cannot be repaired or rebuilt due to planning problems. Ms. Nguyen Thi Chung, a resident living in the project area, sadly shared: "The houses are cracked and rotten. When the rainy season comes, water pours in, walls collapse, fearing houses will collapse at any time, but there is no permit for solid repairs. Wanting to move to another place to live is also not possible because compensation and resettlement have not been received.

Sharing the same situation, Ms. Huynh Thi Van was shocked to recall the time when a piece of the house wall suddenly fell on her head, and earnestly wished to soon receive a satisfactory compensation plan so that her family could move to a new safe place.

According to the inspection conclusion, this project still has more than 485ha of land area that cannot be handed over due to errors in applying unit prices and preparing estimates in resettlement areas such as Noi Rang, Duy Hai, Son Vien... This not only causes budget losses of hundreds of billions of VND, slows down the progress of compensation for site clearance, but also directly pushes people's lives into prolonged anxiety.

Decisively remove difficulties, unlock land resources

Implementing the Resolutions of the National Assembly and the Government's Decrees on special mechanisms, Da Nang City People's Committee has proactively reviewed and announced a list of 354 projects and land areas that need to remove obstacles. To date, the locality has completed the handling of 1,985/2,035 projects (reaching 97.5%), of which the group of projects with land legal obstacles under special mechanisms has handled 206/354 projects (reaching 58.2%).

For the Nam Hoi An Resort project as well as other large projects such as Quan Nam - Thuy Tu Eco-urban Area or Da Phuoc International Urban Area, functional agencies are actively reviewing legal documents and adjusting investment policies to create conditions for the project to continue implementation. At the same time, regarding feedback on resettlement infrastructure in Duy Hai, Noi Rang, Son Vien areas, the Land Fund Development Center has reviewed dossiers, clarified land areas that did not directly carry out site clearance before to report to competent authorities to coordinate in removing obstacles and urgently complete handover procedures to ensure the legitimate rights of people.

Da Nang maintains the view of accompanying in removing difficulties but not legalizing violations, not causing loss of state assets. The city strictly applies the "6 clarity" principle (Clear responsibility, clear handling focal points, clear settlement time, clear handling results, clear accountability, clear authority); strengthens dialogue, promotes digital transformation and requests investors to actively coordinate to provide dossiers to soon unlock resources for sustainable development.
