Responding to the 9-day campaign to enrich and clean up land databases, the Dak Lak Provincial People's Committee issued Plan 60 on September 18, 2025.
This province requires localities to focus on reviewing, arranging and standardizing cadastral data, while collecting and digitizing people's documents such as Land Use Rights Certificates, houses, citizen identification cards to update in the land information system.
The Provincial People's Committee also established a Steering Committee and Working Groups to implement the campaign from September 1 to November 30, 2025 throughout the area with about 3.4 million plots of land in 102 communes and wards.
After a month of implementing the campaign, all 102 communes and wards have completed the arrangement, re-taking out the number of pieces and cadastral maps according to the 2-level local government model.
57 communes have synchronized data from the VBDLIS system (Land Database Operation System).
The entire 3.4 million plots of land have also been identified, creating a platform connecting to the national population database.
The authentication of information with the national database has reached 1.06 million matched land plots; about 520,000 unmatched plots are being focused on handling due to incorrect personal information.
In the western area (old Dak Lak), 445,708/484,862 plots of land have been digitized and cleared, reaching 91.92%. The eastern area (old Phu Yen) has reached a rate of 93.64% with 560,480/599,227 plots.
However, there are still many plots of land that have not been fully reflected in the system, especially plots that have been granted Certificates but do not have digital data.
In Cu Kuin area, there are still more than 80,000 plots of land that have not been integrated into the VBDLIS system. The Dong Xuan area has not yet built a land database, causing a large amount of work, in the coming time, it will need close coordination between levels.
In addition, the work of collecting and digitizing Certificates at the commune level is still slow. Only 45/102 communes have established Steering Committees and Working Groups.
The Department of Agriculture and Environment has issued a document urging and requiring communes to fully establish implementation organizations before October 3, 2025.
To ensure progress, the Dak Lak Provincial People's Committee requested localities to urgently improve the organization, assign clear tasks, and promote propaganda to each village, hamlet, and residential group to mobilize people's participation.
Mr. Nguyen Thien Van - Vice Chairman of Dak Lak Provincial People's Committee said that the 9-day campaign to enrich and clean up land databases is not only a technical task but also a breakthrough in building a digital government and digital society, contributing to improving the quality of public services and reducing costs for people and businesses.
He requested departments, branches and People's Committees at the commune level to proactively coordinate, speed up progress, link implementation results with the responsibility of the head, ensure clear people, clear work, clear time and clear efficiency.
