Mr. Pham Duc Toan - Permanent Vice Chairman of Dien Bien Provincial People's Committee has just signed a decision on handing over land in Dien Bien Phu ward to the Land Fund Development Center under the Department of Agriculture and Environment for management and auction organization.
Accordingly, the Provincial People's Committee assigned the Land Fund Development Center a total area of over 189,300 m2 (nearly 19 hectares) in Dien Bien Phu ward. The decision takes effect from September 5, 2025.
The purpose of land use is to organize an auction and select investors to implement the Him Lam New Urban Area project, east of 60m road (7/5 road), in area A.
The land is allocated by the State without collecting land use fees. The land use term is according to the project implementation progress approved by the Provincial People's Committee in Decision No.300/QD-UBND dated July 22, 2024.
This land is considered a "golden land" for the year right next to the most beautiful road in Dien Bien Phu ward; near the political - administrative center of Dien Bien province.
The Provincial People's Committee assigned the Department of Agriculture and Environment to be responsible for directing the Land Registration Office to update and edit the land database and cadastral records.Preside over and coordinate with the People's Committee of Dien Bien Phu Ward and relevant units to specifically determine the boundary, boundary markers and hand over land on site to the Land Fund Development Center.
In addition, direct the Land Fund Development Center to strictly manage the assigned land fund.At the same time, organize an auction of land use rights to select investors to implement the Him Lam New Urban Area project according to regulations.
