In order to meet the housing needs of low-income people, Dien Bien province is accelerating the progress of completing investment procedures for social housing projects in the province.
According to the housing development program for the period 2021-2030, vision to 2045 of the Dien Bien Department of Construction, the period 2021-2025 will develop an additional 20,000 m2 of social housing floor space, equivalent to about 400 new homes.
This number continues to increase in the period 2026-2030 with 55,000 m2 of floor space, providing about 1,100 more houses.
To realize the above goal, 12 prime land locations have been identified, mainly concentrated in urban areas with development potential with a total area of nearly 30 hectares and nearly 3,890 units.

According to Mr. Nguyen Minh Luong - Deputy Director of the Department of Construction, the Department is currently accelerating the progress of completing procedures for two key projects, including: Social housing project in Hoang Van Thai - Khe Chit residential area (Muong Thanh ward) and Social housing project in the South of Muong Thanh airport pedestrian street urban area (Dien Bien Phu ward).
Deputy Director of the Department of Construction - said that the Department is committed to continuing to support and promptly remove barriers according to its authority. At the same time, he requested investors to focus maximum resources and proactively coordinate with relevant agencies to complete dossiers soon, creating a premise for starting the project in the near future.
Previously, on April 15, 2026, the Department of Construction coordinated with Tam Phuc Construction Investment Joint Stock Company to report to the Provincial People's Committee and departments and branches on the preliminary investment proposal for the social housing project in the South of Muong Thanh airport pedestrian street urban area (Dien Bien Phu ward).
Here, Chairman of Dien Bien Provincial People's Committee - Mr. Le Van Luong directed the investor to urgently complete the content of the plan, send it to the Department of Construction for summarization, and report to the Standing Committee of the Provincial Party Committee to seek policy opinions. This is an important stepping stone to shorten preparation time and accelerate housing fund development in the area.
Along with promoting social housing projects, Dien Bien province also urges adjacent urban area projects to create synchronous infrastructure development.

Previously, as Lao Dong newspaper reported, Dien Bien Provincial People's Committee directed administrative procedure reform in real estate and housing market development. In which, social housing projects are included in the "green channel" and "priority channel" groups.
The Provincial People's Committee requests functional agencies to organize the simultaneous implementation of procedures on investment, land, planning, construction and environment. The goal is to minimize the time for appraisal, project approval, land allocation, and construction permits. Ensure a minimum reduction of 50% of the time and costs of complying with administrative procedures.
