The People's Committee of Bac Ninh province has just issued a decision on approving the Project to locally adjust the detailed planning at a scale of 1/500 of VSIP Bac Ninh Urban and Service Area.
The decision stated that the VSIP Bac Ninh Urban and Service Area detailed planning project was approved by the Provincial People's Committee for adjustment in May 2018, after more than 7 years of implementing the adjusted project, up to now, the project has basically completed the investment in the construction of technical infrastructure, basically completed the construction of low-rise housing projects.
However, during the implementation of the investment project, there were some shortcomings and difficulties in implementing the investment project and attracting investment, such as the arrangement of commercial and service functions was not concentrated, the population size distributed in the scattered mixed plots of land has not been highly effective in attracting investment.
Therefore, it is necessary to adjust the population redistribution to suit the new development trend of the market and investment needs.
According to the adjustment, a series of mixed-use plots of land in the project will be restructured for function.
Specifically, lots HH-A4, HH-A5, HH-A6, HH-A10 have been reduced in size, partly converted to commercial and service functions, thereby reducing the population density of each lot by about 20 people.
This number of people will be transferred to lot HH-A13 - where the additional function of apartments with an expected population of more than 2,150 people will be added.
In particular, lot HH-A9 was previously mixed land completely converted to commercial and service functions, aiming to build a 3-storey parking lot, contributing to solving the problem of static infrastructure in urban areas.
In addition, some lots such as HH-A8, HH-A12, HH-A13, HH-A14 and YT-A will have their areas micro-adjusted to match the cadastral map, ensuring land legality.
According to the investigation of Lao Dong Newspaper reporters, VSIP Group is investing in 11 industrial park - urban infrastructure projects in 8 provinces and cities across the country, including 2 industrial parks in Bac Ninh including: VSIP Bac Ninh Industrial Park in Tu Son city, established in 2007 and VSIP Bac Ninh II in Yen Phong district, established in 2019.
VSIP Bac Ninh Industrial Park is an urban - industrial complex with a total area of 700 hectares, including 500 hectares of industrial park development and 200 hectares of urban area.
In early 2024, the Bac Ninh Provincial Inspectorate issued a Notice of Inspection Conclusion on the inspection of the VSIP Bac Ninh Urban and Service Area Investment, Construction and Business Project.
The Inspection Conclusion stated that VSIP Bac Ninh Company Limited transferred a part of the investment project for construction and business of VSIP Bac Ninh Urban Area and Service to De Tam Company and Binh Duong Company. However, the transfer and development of the two projects had many violations.
The VSIP Bac Ninh II project was approved by the Prime Minister in the Decision dated January 15, 2019, with a total capital of nearly VND 2,360 billion.
The project has a scale of 273.22 hectares. The project implementation location is in Tam Giang, Yen Phu, Hoa Tien communes and Cho town. The project encountered some difficulties in site clearance.
