On May 26, the People's Committee of Huong Hoa district confirmed that it had developed a plan to enforce land acquisition to implement the LIG Huong Hoa 1 Wind Power Plant Project.
The LIG Huong Hoa 1 Wind Power Plant project is invested by LIG - Huong Hoa 1 Joint Stock Company, with a capacity of 48MW, and a total investment of VND 2,100 billion. The project was approved for investment in 2020, implemented in Huong Tan commune with an area of over 30 hectares.
Huong Hoa District People's Committee has issued decisions to reclaim land and approved compensation plans 4 times. However, up to now, there are still more than 10 households that have not agreed, causing delays in handing over the site to investors.
Mr. Nguyen Nam Du - Head of the LIG Huong Hoa 1 Wind Power Plant Project Management Board said that the project has completed legal procedures, basic design and environmental impact assessment. This project is subject to state land acquisition, but businesses are always by the side to accompany and support site clearance. In addition to the compensation decided by the People's Committee of Huong Hoa district according to state regulations, the enterprise is willing to pay double, but there are currently more than 10 households that do not agree to allocate land and request a high compensation amount.
Notably, the investor has ordered equipment worth thousands of billions of VND from abroad, if the construction site is not available soon, the damage will be huge.
Faced with the above situation, on May 16, the People's Committee of Quang Tri province issued a document requesting relevant units to urgently carry out site clearance, not allowing the project to exceed, affecting the investment environment of the province.
By May 21, the Department of Industry and Trade of Quang Tri province - the standing agency of the Working Group to resolve difficulties in site clearance for energy projects - had requested the People's Committee of Huong Hoa district to complete the enforcement plan for cases of intentional non-compliance to hand over land to investors for construction on schedule.
It is known that Huong Hoa District People's Committee has held a meeting to discuss and reach an agreement to persuade households to comply with the land recovery decision, if they do not comply, they will carry out enforcement and it is expected to be implemented in June 2025.
