On the afternoon of December 31st, the Department of Agriculture and Environment of Lao Cai province organized the awarding of Land Use Right Certificates to the Consortium of Hong Phong Investment and Development Co., Ltd. and Ecopark Hai Duong Investment Joint Stock Company. This is the investor implementing the O Quy Ho Tea Hill Eco-Urban Area Project in Sa Pa ward, Lao Cai province.
In particular, within just one working day from the time the unit completes its financial obligations, the functional agency has completed the procedures and organized the awarding of the certificate.
Speaking at the ceremony, Mr. Tran Minh Sang - Director of the Department of Agriculture and Environment of Lao Cai province - said that the short-term issuance of Land Use Right Certificates is a concrete step in the spirit of accompanying and supporting businesses of the local government.

Mr. Tran Minh Sang affirmed that Lao Cai province always adhered to the viewpoint of "considering the success of businesses as the success of the locality".
With a sense of responsibility and shortening administrative procedures, the province has proactively implemented strong reforms in the field of land. From receiving to resolving dossiers, everything is carefully reviewed to support investors to complete procedures in accordance with regulations and minimize processing time.
Mr. Nguyen Cong Hong - General Director of Ecopark Hai Duong Investment Joint Stock Company - shared that the enterprise has been researching the project since 2018. After many years of preparation, by 2025, the project has fully met legal conditions, from overall planning, sub-area planning to guidelines and policies according to State regulations such as Decree 171 and Decree 75.
We are really surprised that within just 24 hours after completing financial obligations, we were handed over the Land Use Right Certificate," Mr. Nguyen Cong Hong expressed.

The General Director of Ecopark Hai Duong Investment Joint Stock Company affirmed that the enterprise is committed to implementing the project as quickly as possible, in the best way and in accordance with the commitments made to the locality. It is expected that within no more than three years, the O Quy Ho Tea Hill Eco-Urban Area project will officially go into operation.
It is known that the O Quy Ho Tea Hill Eco-Urban Area project has a scale of about 29.4 hectares with an expected population of about 1,450 residents. The project is oriented to develop more than 400 low-rise houses, resort villas, 5-star hotel complexes, along with eco-tourism, cultural tourism, nature conservation complexes, combining synchronous technical infrastructure and social infrastructure. Total investment of nearly 4,000 billion VND.
The expected implementation progress is from 2026 to 2029 and officially goes into operation in 2029.
Leaders of Lao Cai Provincial People's Committee emphasized that the province identifies administrative procedure reform as a key and consistent task in attracting investment. The quick processing of land dossiers for the O Quy Ho Tea Hill Project not only demonstrates the spirit of responsibility of departments and branches but also a strong commitment of local authorities in accompanying and creating trust for businesses.
Lao Cai province also commits to continue to accompany and remove difficulties for investors throughout the project implementation process, especially large projects with spillover effects such as O Quy Ho Tea Hill Eco-Urban Area.
