Reflecting to Lao Dong Newspaper, some officials and teachers at Ha Nam Vocational College (Ninh Binh) said that the school's collection of a portion of bonuses according to Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulating the base salary and bonus regime for officials, civil servants, public employees and armed forces (Decree 73) is not in accordance with regulations. The school also collects a portion of teacher overtime fees.
On December 31, in an exchange with a reporter from Lao Dong Newspaper, Mr. Vu Huu Y - Principal of Ha Nam Vocational College - said that for the payment of bonuses according to Decree 73 to officials and teachers, the school has fully paid to each official and teacher according to regulations.
This year, the school has two levels of assessment: good completion and excellent completion of tasks, those who complete well and excellently have all been awarded bonuses according to regulations.
However, currently at the school, there are more than 30 teachers and staff working under labor contracts, these are cases that are not considered to enjoy the bonus regime according to Decree 73. Therefore, the School's Trade Union Executive Committee has proposed to launch donations and support to have funds to pay bonuses for teachers and staff under contract.
The school board of directors has met to get opinions from faculty heads and leaders of professional departments on the proposal of the Trade Union Executive Committee. At the meeting on the morning of December 29, 2025, all delegates attending the meeting (24/24 people - PV) agreed with the proposal of the Trade Union Executive Committee. Accordingly, each person supports a minimum of 635,000 VND in bonuses for contract workers" - Mr. Y said.
Also according to Mr. Y, in fact, the supporters are officials and teachers under the school's payroll and these people are all awarded bonuses according to Decree 73. Therefore, some officials and teachers believe that the school collecting a portion of the bonus money is incorrect.
We affirm that this is a donation launch by the Executive Committee of the Trade Union, everything is discussed and publicly consulted. Up to now, some people have transferred money to support, some have not transferred, we do not force. I myself, as the head of the school, have also exemplarily transferred money to support according to the launch of the Executive Committee of the Trade Union. The entire amount of money collected, the Executive Committee of the Trade Union will divide equally to pay bonuses to contract workers at the school" - Mr. Y affirmed.
Regarding information about the school recovering part of the teacher's overtime allowance, Mr. Y affirmed that the school did not recover this money at all.
Currently, we have not implemented the payment of overtime fees for teachers, so how can there be revenue recovery" - Mr. Y said.
