On April 23, Chuong My Ward People's Committee (Hanoi) said that the ward had just organized a dialogue conference with households and individuals in Cao Son and Son Dong residential groups related to the draft plan for compensation, support, and resettlement to serve the project of renovating and upgrading National Highway 6, Ba La - Xuan Mai section.
The contents that people are interested in mainly revolve around: Unit prices for residential land and agricultural land compensation; basis for determining the origin and time of land use; recognized area; as well as support policies for assets and construction works on land.
Some households believe that the compensation price according to the draft is not close to the market price, and request functional agencies to consider adjusting it appropriately.
In addition, many opinions suggested considering support for houses and works that have existed and been stably used since the 1980s, even though legal documents are still lacking or incomplete.
Regarding specific cases, representatives of households clearly stated the land use process through many stages, including cases where land was allocated or transferred from previous cooperatives or used stably since 1987.
Some households proposed to recognize the area and consider compensation and support commensurate with actual use.
Accepting the opinions, representatives of the Hanoi Traffic Construction Investment Project Management Board directly explained and clarified each group of issues.
Accordingly, the compensation, support, and resettlement plan is built on the basis of the provisions of the 2024 Land Law, decrees of the Government and decisions of the Hanoi City People's Committee.
The determination of land price, land type, and area eligible for compensation is based on legal documents, origin of use, and approved planning.
Regarding the assets on the land, representatives of the Project Management Board said: Cases of construction that do not meet the conditions according to legal regulations, especially located in the protection corridor of traffic works or violating planning, will not be compensated for assets; however, depending on each specific case, functional agencies will consider support policies according to current regulations to ensure harmony of interests.

Some opinions from people related to the history of land management from before 1993, as well as regulations through each period, have been analyzed and compared by representatives of specialized agencies with current legal regulations to clarify the basis for application.
Speaking at the conclusion of the conference, Mr. Nguyen Phung Hung, Vice Chairman of Chuong My Ward People's Committee emphasized that compensation, support, and resettlement work is a complex content, directly related to the rights of people, so the ward determines that it must be implemented publicly, transparently, and in accordance with regulations.
Mr. Hung received all the opinions of the households; and at the same time assigned the Working Group to coordinate with the Project Management Board to review each specific case, fully summarize the legitimate recommendations to report to competent authorities for consideration and resolution according to legal regulations.
Through the dialogue conference, many outstanding issues have been answered, contributing to creating consensus and unity among the people, creating favorable conditions for the implementation of key projects in the area in the coming time.
