On October 1, the Department of Information and Communications of Khanh Hoa province received a document from the People's Committee of Nha Trang City responding to the press regarding the Tan Lap Islet Residential Area Project (in Xuong Huan Ward, Nha Trang City) which is under investigation but still under construction.
This is the latest response from the state management agency in Nha Trang City after a number of press agencies, including Lao Dong Newspaper, reported on construction activities at the Tan Lap Islet Residential Area project, even though the project is under investigation.
Nha Trang City People's Committee said that this agency has issued 4 decisions to impose administrative penalties (May 2024) against Song Da - Nha Trang Joint Stock Company with a total fine of 520 million VND.
The authorities determined that the investor had committed a violation by organizing the construction of a project without a construction permit, which according to regulations requires a construction permit for a project requiring an economic-technical report on construction investment at the Tan Lap Islet Residential Area project.

After the administrative penalty decision was made, Song Da - Nha Trang Joint Stock Company paid a fine of VND 520 million and was granted a construction permit by the Khanh Hoa Provincial Department of Construction in early July 2024 for technical infrastructure.
Also in May 2024, the Investigation Police Agency of Khanh Hoa Provincial Police investigated a case showing signs of law violations by individuals, agencies, and organizations in the process of land recovery and land allocation to implement the Tan Lap Islet Residential Area project.
It is known that the Tan Lap Islet Residential Area investment project is built on an area of over 7.9 hectares, with a total investment of 2,718 billion VND. This is a joint venture project between Song Da - Thang Long Joint Stock Company (40%) and Song Da - Nha Trang Joint Stock Company (60%). This project was first approved for investment by Khanh Hoa province in 2011.
However, after nearly 13 years, this project is still in disarray and behind schedule.
Most recently, at the end of 2023, Khanh Hoa province approved the investor to remedy the project's delay within 12 months from the date of issuance of this document to refund money to the parties involved in the project according to Judgment No. 44 dated June 12, 2023 of Khanh Hoa Provincial People's Court; resolve complaints related to capital contribution to the TM1 component project of the project; unlock the Enterprise Code.
