National Highway 21B expansion project: Land problems in areas with complex land origins

Hanoi - The Ba Hang Mai area (Thanh Oai commune) has complex land use origins, causing no small difficulties in the process of recovering land to expand National Highway 21B.

Regarding the project to upgrade and expand National Highway 21B section from the beginning of Provincial Road 427 to Kim Bai town, Thanh Oai Commune People's Committee (Hanoi) said that so far the project construction volume has reached about 82%.

However, some sections of the route about 520m long have not been completed due to problems in site clearance. In which, the Ba Hang Mai area, My Thuong village has 96 land plots of 94 households within the project implementation scope.

This is an area with complex land use origins, existing for a long time since the time of Ha Tay province (old). Most of the area is agricultural land encroached upon for many years; some cases related to land for population expansion according to Decision No. 57 of Ha Tay province before, were assigned not according to authority and have not been resolved definitively regarding rights.

Faced with the urgent requirement for project implementation progress as directed by Hanoi City, Thanh Oai Commune People's Committee has focused on promoting propaganda, mobilization, and dialogue with people to create consensus in site clearance work.

Through the process of persistent propaganda and mobilization, up to now, 61 households have reached high consensus, proactively signing minutes of handover of land before the land acquisition decision, showing a sense of responsibility and support for the general policy of the locality.

To speed up the implementation progress, the Investment - Infrastructure Project Management Board, the Economic Department, and Thanh Oai Commune Police coordinated with the construction unit to organize the dismantling of works, relocate assets and clear ground in accordance with regulations.

Many households have actively coordinated with functional forces to collect property, dismantle works and hand over land, contributing to creating favorable conditions for construction units to implement the next items of the project.

According to the plan, the dismantling and site clearance work in the Ba Hang Mai area, My Thuong village will be implemented from May 10 to the end of May 15, 2026.

The project to upgrade and expand National Highway 21B is a key traffic project, of great significance in completing infrastructure in the southern area of the Capital, contributing to reducing traffic pressure, connecting inter-regions, promoting socio-economic development and improving the quality of people's lives.
