Site clearance for National Highway 21B upgrade and expansion project: Government commitment, people agree
According to Thanh Oai Commune People's Committee, the project to upgrade and expand National Highway 21B from the beginning of provincial road 427 to Kim Bai town is invested by Thanh Oai Commune People's Committee, with a total investment of about 345.5 billion VND, implementation time period 2021-2026.
To date, the construction volume has reached about 82%, but there are still some sections about 520m long that cannot be completed due to problems in site clearance (GPMB).
In which, the section passing through Ba Hang Mai area, My Thuong village currently has 94 households related to land recovery work. The land plots here have complex origins of use, existing from the time of Ha Tay province (old); most are agricultural land encroached upon for a long time, some cases are related to land for population expansion according to Decision No. 57 of Ha Tay province, assigned not in accordance with authority and have not been resolved definitively regarding rights.
Faced with difficulties and obstacles in site clearance work, immediately after the local government at two levels went into operation, the Party Committee - Thanh Oai Commune People's Committee urgently surveyed the reality, issued guiding documents, and implemented many synchronous solutions with the spirit of "doing it immediately, quickly, correctly, effectively and to the end", and at the same time thoroughly grasped the viewpoint of "putting people at the center of all policies".
To create consensus among the people, the Commune People's Committee has made 3 specific commitments: First, supporting funding for dismantling works and assets attached to recovered land; for cases where the recovered area affects beams and columns, the Infrastructure Investment Project Management Board and the construction unit will develop technical plans to ensure structural safety of works and stabilize people's lives.
Second, create conditions for households in need to renovate, repair, and embellish their houses; however, do not allow new construction, expansion or illegal expansion.
Third, accompanying people in petitioning the City to consider and definitively resolve existing issues related to land allocated under Decision No. 57 of Ha Tay province previously.
Previously, on April 20 and 21, 2026, the Commune People's Committee established 3 propaganda and mobilization groups, clearly assigned tasks, directly met and dialogued with each household subject to land acquisition (phase 1), and determined the origin of the land;
At the same time, publicly post the draft plan and cost estimate for compensation and support for site clearance. Through dialogue, working groups promptly explained policies, removed obstacles right from the grassroots level, and listened to and grasped the legitimate thoughts and aspirations of the people.

Thanks to the synchronous implementation of solutions and promoting the effectiveness of mass mobilization work, up to now, 54 households in the Ba Hang Mai area have voluntarily signed minutes of handover of land to serve project construction.
Currently, there are still 40 households; specialized agencies of the commune are urgently confirming the origin of the land, completing the draft plan and estimate of compensation and GPMB support costs; and at the same time continuing to strengthen propaganda and mobilize the remaining households to sign handover minutes before April 30, 2026.
In addition, specialized agencies of the commune coordinate with the construction unit to develop a detailed plan for dismantling and clearing for households that have handed over the site; organize the relocation and reception of the site from May 1 to May 10, 2026. Strive to complete the handover of the entire site in June 2026 according to the City's direction.
The project to upgrade and expand National Highway 21B includes two sections: from the beginning of provincial road 427 to Kim Bai town and from Kim Bai town to the Vác intersection (now Thanh Oai commune). After completion, the road will be expanded with a cross-section of 35m, including 6 lanes, contributing to completing traffic infrastructure, improving transport capacity, and reducing traffic pressure on the axis connecting the southern communes of the Capital.
Accelerating the progress of site clearance and completing the project is not only meaningful in terms of infrastructure but also creates an important driving force to promote socio-economic development, gradually improving the quality of life of people in the area.
