The Usilk City project - the commercial name of the Van Khe New Urban Area Expansion Area - was approved by the People's Committee of Ha Tay province (old) in Decision No. 2781/QD-UBND dated July 24, 2008. The project has a total area of nearly 92,107m2, located in La Khe and Van Phuc wards, Ha Dong district, Hanoi.
The project is expected to become a high-end apartment complex with 9 blocks of buildings from 25 to 50 floors (codiges from CT1-101 to CT4-109), providing more than 3,670 apartments, with a total investment of more than 291 billion VND. According to the commitment, the entire project will be completed and handed over in the fourth quarter of 2013.

However, 16 years have passed, in addition to the 4 buildings (CT1-101, CT1-102, CT1-103, CT2-105) that have been completed and put into use, most of the remaining blocks are still unfinished, only stopping at the rough construction.
On April 8, a series of unfinished construction works with cracked concrete, rusty steel... were recorded here, reflecting a serious waste of land and social financial resources.
Notably, some buildings have mobilized capital from customers at a rate of 70% to 100% of the value of the sale and purchase contract. At building 104-CT1, after being permitted by the Department of Construction, the investor is completing the items.

However, instead of focusing on completing the blocks of houses according to the committed schedule, the investor was accused of misusing the mobilized capital. As a result, hundreds of customers fell into a situation of "losing money, not seeing a house", many families were forced to rent temporary houses for more than a decade, some even died but still had not received an apartment.
According to the reporter of Lao Dong Newspaper, currently, the first floor of the unfinished construction blocks has been used by investors for lease as parking lots, warehouses, etc. This not only causes public outrage but also raises suspicions about the use of project assets and resources contrary to the original investment purpose.
Faced with the situation of blocks of houses in Usilk City being behind schedule for a long time, a representative of the Department of Economy, Infrastructure and Urban Areas of Ha Dong district said: The District People's Committee has repeatedly directed functional agencies to coordinate with investors to remove obstacles, and at the same time reported to the Hanoi People's Committee for direction to resolve them.
However, according to this person, "due to the limited financial and construction capacity of Song Da - Thang Long Joint Stock Company", the enforcement measures in recent years have not yet brought positive results. Unfinished apartment buildings continue to be "shelved", while the legitimate rights of hundreds of customers are not guaranteed.
A project that was once expected to become a new urban highlight has now become a "scare" in the heart of the capital. The question is: When will those cold, deserted blocks really "revive"?

To handle the problems related to the Van Khe Urban Area Expansion Project (Usilk City), La Khe Ward, Ha Dong District, Hanoi Department of Construction has issued Official Letter No. 503/SXD-TTr recommending the Hanoi People's Committee to allow the project's building 104-CT1 to continue construction and hand over the apartments to customers in time.
The Department of Construction requires the investor to organize the construction of the work in accordance with the approved construction drawing design dossier, and at the same time review the dossier of the design of fire prevention and fighting (fire prevention and fighting (fire prevention and fighting) of the competent authority as a basis for fire prevention and fighting and acceptance to put the work into use as prescribed.
The Department also requested Song Da - Thang Long Joint Stock Company to urgently contact the authorities to complete the fire prevention and fighting acceptance and hand over the project for buildings 101, 102, 103 (which are buildings with residents).
The People's Committee of Ha Dong District is assigned to inspect and supervise construction activities at the project, promptly detect, prevent and handle violations of construction order according to authority and legal regulations.
The abandonment of a series of blocks of houses at the Usilk City project not only causes heavy economic damage, damaging the urban face, but also erodes people's trust in investors and State management in the real estate sector.
To avoid wasting resources, protect the legitimate rights of the people and rectify the situation of "over-slow capital mobilization, unfinished construction", public opinion recommends that the Hanoi People's Committee should take stronger measures against investors, such as: revoking projects, transferring them to truly capable units or criminally prosecuting if signs of law violations are detected.
